Public participation provides the Public Safety Advisory Commission with valuable information regarding issues of the community. Regular meetings are held on the 3rd Wednesday of every month. If you are attending this Public Safety Advisory Commission Meeting, please park in the Parking Lot across the street from the Cultural Center. This will assist us in limiting the impact of meetings on Historic Main Street. Thank you for your cooperation. The agenda is posted 72 hours prior to each meeting outside of City Hall and is available at each meeting. The agenda and related reports are also available at City Hall on the Friday prior to the Commission meeting and are available on the City ’s web site at www.lake-elsinore.org. The meeting was called to order at 6:02 p.m. by Chair Stewart. Pledge of Allegiance The Pledge of allegiance was led by Senior Civil Engineer Dost. Roll Call Present: Commissioners Miller, and Williams; Vice-Chair Carlos and Chair Stewart Absent: None Presentations 1) Traffic Engineer Update – Senior Civil Engineer Dost presented a Power Point Presentation and responded to Commissioner’s comments. Public Comments – Non Agendized Items There were no members of the public appearing to speak. Consent Calendar Items It was moved by Chair Stewart, seconded by Commissioner Miller, and unanimously carried, to approve the Consent Calendar with the corrections of the Staff Report for Item No. 3. 1) Minutes of the Regular Meetings of December 20, 2017, and the Cancelled Meeting of January 17, 2018 – approved. 2) Financial Report as of February 2018 - received and filed. 3) Quarterly Report to City Council – 4 th Quarter 2017 - received and filed. Business Items 4) Active Transportation Plan / Commuter Based Access Plan Management Analyst Young presented a Power Point presentation. It was moved by Commissioner Williams, seconded by Chair Stewart, and unanimously carried, to Page 2 receive and file. 5) Community Garden Management Analyst Young Presented a Power Point presentation and responded to questions from the Commissioners on gardening at the Senior Center and the participation of Lowes, one of the sponsors for the Community Garden. It was moved by Commissioner Williams, seconded by Chair Stewart, and unanimously carried, to receive and file the. Subcommittee Comments Commissioner Williams reported on the Homeless Task Force meeting she attended on February 23 rd and the non-official homeless count is 69; requested that individuals with donations for the homeless go to the Regional Homeless Community Facebook and for donations for Veterans visit the Lighthouse Social Center website; and, stated there will be a Faith Based Outreach on February 26 th at the Temecula Civic Center for the homeless. Staff Comments Management Analyst Young reminded everyone of the Healthy LE event at the Lake Elsinore Outlets on March 17th. Senior Civil Engineer Dost stated that the City has a lot of great projects this year with many being in the final stages of construction or design. Commissioners' Comments Commissioner Miller requested information on the processes of installing four stop signs. Senior Civil Engineer Dost informed Commissioner Miller that the stop signs would be installed within the next month and they are waiting for Caltrans to give the approval. Chair Stewart stated he attended the Homeless Task Force luncheon last week and provided an update; spoke to Police Chief Anne regarding the Butterfield issues and on how they can help those residents; announced he would like to see more participation from the citizens; and, would like to participate in a study session with the City Council. Discussion According to section 2.46.060 (G) of Ordinance No. 2013-1317, the Public Safety Advisory Commission is to provide a written report to the City Manager’s office on a quarterly basis to be forwarded to the City Council for review. Attached is a draft report prepared by City Staff. The report covers the Commission’s activities and actions from January 2018 through March 2018. In addition, the report includes upcoming issues or projects the Commission will assist within the coming months. This report covers the months of January, February, and March 2018. Listed below are the members of the Commission in the 1st Quarter of 2018. Jay Stewart, Chairman Jerry Carlos, Vice Chairman Kelly Hendley, Commissioner Agnes Williams, Commissioner Roger Miller, Commissioner During the first quarter of 2018, the Commission held tworegular meetings. The meeting in January 2018 was cancelled. Listed below are the presentations, the actions taken during the quarter, and future priorities. PRESENTATIONS: Traffic Engineer Update (February)–Commission was updated on the Lakeshore Drive Parking Lot, Summerly Park, Cultural Center Parking Lot, Third Street Drainage, Lakeshore Drive Sidewalk, Camino Del Norte and Graham Avenue Slurry Seal projects. Swearing in of New Commissioner (March) – Kelly Hendley California Highway Patrol Safety Tips for Ortega Highway 74 (March) –Officer Mike Lessig Community Services Update (March) – Johnathan Skinner Traffic Engineer Update (March) –Commission was updated on the Lakeshore Drive Parking Lot, Cultural Center Parking Lot, Third Street Drainage, Nichols Road and I-15 NB Off ramp all way stops, and Summerhill Stripingnear the Intersection of Railroad Canyon Road. Streetlight Acquisition Update (March)–Provided status and answers to questions that public frequently ask of City such as Who owns the Streetlights, Why does SCE own the Streetlights, How is the City paying for the Streetlights, Why is the City purchasing the Streetlights, Where are we in the Purchasing of the Streetlights, 2 What is the City doing now, and What is primary purpose of the Streetlights. ACTIONS TAKEN: Active Transportation Plan/Commuter Based Access Plan (February) – Commission Receive and File the REPORT ON ACTIVE TRANSPORTATION PLAN/COMMUTER BASED ACCESS PLAN INTRODUCTION by Audrey Young of Community Services Department. The Active Transportation Plan (ATP) will include the planning of a complete network of non-motorized facilities that connect existing and future activity centers, recreation facilities, transit stations, residential neighborhoods, employment centers, as well as civic and retail hubs. In addition, the ATP will address safety routes to school and first and last mile challenges. Four-Way Stop at Main Street and Franklin Street (March) – The Commission unanim ously concurred with the installation of the Four-Way Stop at Main Street and Franklin Street. UPCOMING PRIORITIES: Review Healthy LE related ordinances. Joint Study Session with City Council. Review and amendments to Lake Elsinore Municipal Code regarding the new BMX track planned at Serenity Park. Review of parking restriction options for Main Street. Review and examine ordinances related to special events. Ongoing traffic related safety needs and calming techniques. Distribute and promote a public safety-related community survey to gather input from the community. Lighting needs and plans in the City, including streetlight requests. Develop a Public Safety Recognition Program. Actively promote the Commission as a place for the community to come to learn about public safety programs in and offered for our community. Existing PSAC Subcommittees include: Homeless Task Force (Williams & Carlos) The proposed Ad-Hoc Subcommittee will encourage use of active modes of transportation by achieving the following goals: Increase the proportion of trips accomplished by biking and walking Increase safety and mobility for non-motorized users Enhance public health Ensure that disadvantaged communities fully share in the benefits of the program Provide a broad spectrum of projects to benefit many types of active transportation The subcommittee members will be asked to participate in public outreach meetings, research, study, and review of applicable information as needed. Existing PSAC Subcommittees include: Homeless Task Force (Williams & Carlos) The proposed Ad-Hoc Subcommittee will discuss the unique school related traffic safety issues that occur at and near the various Lake Elsinore Unified School District (LEUSD). The primary duty of the Subcommittee is to discuss traffic related issues that are affecting the community; the Subcommittee at the direction of the City Council and City Manager will use the following methods to achieve school related traffic safety. Education: teach students important safety skills and launch driver safety campaigns. Encouragement: uses events and contest to entice students to try walking and biking Engineering: focuses on creating physical improvements to the infrastructure surrounding the school, reducing speeds and establishing safety crosswalks and 2 pathway. Enforcement: uses local law enforcement to ensure drivers obey traffic laws. Evaluation: includes monitoring and documenting outcomes, attitudes and trends through the collection of data before and after the intervention(s).
