SUBJECT: Establish and Appoint Ad-Hoc Subcommittee for School Traffic Safety
Subcommittee
Recommendation
It is recommended the Commission establish and appoint one commissioner and one
alternate to an Ad-Hoc Subcommittee to participate and assist in the City’s efforts to
discuss school traffic safety related issues that are affecting the community.
Discussion
Subcommittees are an effective way to facilitate the efficient flow of communication and
ensure Commissioners actively participate in the research, study, and development of
proposed recommendations and programs related to a specific purpose.
Existing PSAC Subcommittees include:
Homeless Task Force (Williams & Carlos)
The proposed Ad-Hoc Subcommittee will discuss the unique school related traffic safety
issues that occur at and near the various Lake Elsinore Unified School District (LEUSD).
The primary duty of the Subcommittee is to discuss traffic related issues that are affecting
the community; the Subcommittee at the direction of the City Council and City Manager will
use the following methods to achieve school related traffic safety.
Education: teach students important safety skills and launch driver safety
campaigns.
Encouragement: uses events and contest to entice students to try walking and
biking
Engineering: focuses on creating physical improvements to the infrastructure
surrounding the school, reducing speeds and establishing safety crosswalks and

pathway.
Enforcement: uses local law enforcement to ensure drivers obey traffic laws.
Evaluation: includes monitoring and documenting outcomes, attitudes and trends
through the collection of data before and after the intervention(s).
