This report covers the months of January, February, and March 2018. Listed below are the members of the Commission in the 1st Quarter of 2018. Jay Stewart, Chairman Jerry Carlos, Vice Chairman Kelly Hendley, Commissioner Agnes Williams, Commissioner Roger Miller, Commissioner During the first quarter of 2018, the Commission held tworegular meetings. The meeting in January 2018 was cancelled. Listed below are the presentations, the actions taken during the quarter, and future priorities. PRESENTATIONS: Traffic Engineer Update (February)–Commission was updated on the Lakeshore Drive Parking Lot, Summerly Park, Cultural Center Parking Lot, Third Street Drainage, Lakeshore Drive Sidewalk, Camino Del Norte and Graham Avenue Slurry Seal projects. Swearing in of New Commissioner (March) – Kelly Hendley California Highway Patrol Safety Tips for Ortega Highway 74 (March) –Officer Mike Lessig Community Services Update (March) – Johnathan Skinner Traffic Engineer Update (March) –Commission was updated on the Lakeshore Drive Parking Lot, Cultural Center Parking Lot, Third Street Drainage, Nichols Road and I-15 NB Off ramp all way stops, and Summerhill Stripingnear the Intersection of Railroad Canyon Road. Streetlight Acquisition Update (March)–Provided status and answers to questions that public frequently ask of City such as Who owns the Streetlights, Why does SCE own the Streetlights, How is the City paying for the Streetlights, Why is the City purchasing the Streetlights, Where are we in the Purchasing of the Streetlights, 2 What is the City doing now, and What is primary purpose of the Streetlights. ACTIONS TAKEN: Active Transportation Plan/Commuter Based Access Plan (February) – Commission Receive and File the REPORT ON ACTIVE TRANSPORTATION PLAN/COMMUTER BASED ACCESS PLAN INTRODUCTION by Audrey Young of Community Services Department. The Active Transportation Plan (ATP) will include the planning of a complete network of non-motorized facilities that connect existing and future activity centers, recreation facilities, transit stations, residential neighborhoods, employment centers, as well as civic and retail hubs. In addition, the ATP will address safety routes to school and first and last mile challenges. Four-Way Stop at Main Street and Franklin Street (March) – The Commission unanimously concurred with the installation of the Four-Way Stop at Main Street and Franklin Street. UPCOMING PRIORITIES: Review Healthy LE related ordinances. Joint Study Session with City Council. Review and amendments to Lake Elsinore Municipal Code regarding the new BMX track planned at Serenity Park. Review of parking restriction options for Main Street. Review and examine ordinances related to special events. Ongoing traffic related safety needs and calming techniques. Distribute and promote a public safety-related community survey to gather input from the community. Lighting needs and plans in the City, including streetlight requests. Develop a Public Safety Recognition Program. Actively promote the Commission as a place for the community to come to learn about public safety programs in and offered for our community.
