Public participation provides the Public Safety Advisory Commission with valuable information regarding issues of the community. Regular meetings are held on the 3rd Wednesday of every month. If you are attending this Public Safety Advisory Commission Meeting, please park in the Parking Lot across the street from the Cultural Center. This will assist us in limiting the impact of meetings on Historic Main Street. Thank you for your cooperation. The agenda is posted 72 hours prior to each meeting outside of City Hall and is available at each meeting. The agenda and related reports are also available at City Hall on the Friday prior to the Commission meeting and are available on the City ’s web site at www.lake-elsinore.org. Any writings distributed within 72 hours of the meeting will be made available to the public at the time it is distributed to the Public Safety Advisory Commission. Background Traffic entering Main Street from Franklin Street can take while before a gap becomes available on Main Street. Unfortunately, certain motorists will not wait, and will make dangerous maneuvers to make it onto Main Street. As a result, this creates a dangerous situation for all users including pedestrians, cyclist and other motorist occupying the intersection. Discussion The City Engineer, along with the Traffic Engineer, recommends installing stop signs at the intersection of Main Street and Franklin Street to allow for a safe ingress and egress. Currently, this intersection is furnished with two-way stop signs situated on Franklin Street, and no stop signs on Main Street. The proposal includes adding stop signs, all way stop sign plaques, left turn arrows, stop pavement legends and limit lines, stop ahead sign and pedestrian crossing signs on Main Street approaching Franklin Street. In addition, it includes removal of conflicting signs such as “cross traffic does not stop” signs on Franklin Street. Fiscal Impact Funding for the installation of signs and pavement markings as well as the removal of signage will come from the Gas Tax Funds.
