Skinner, Director of Community Services Prepared by: Audrey Young, Management Analyst Date:April 24, 2018 Subject:Urban Greening Grant Recommendation adopt RESOLUTION No. 20180XXX APPROVAL TO EXECUTE ALL DOCUMENTATION ASSOCIATED WITH THE URBAN GREENING GRANT PROGRAM. Background The City of Lake Elsinore is one of the fastest growing California cities with 2% annual growth. While the City’s Healthy LE initiative offers programs to promote a healthy lifestyle, it has limited pedestrian and bicycle amenities to allow this healthy lifestyle to be practiced. The City recognizes the need to make climate investments through urban greening and addressing active transportation infrastructure gaps and deterioration. Such investments are exponential in their returns as they result in greenhouse gas emission reductions, carbon sequestration, active transportation safety, economic development, and support of our Healthy LE (community health) initiative. The California Natural Resources Agency recently released the announcement of the Urban Greening Grant Program, which specifically aims to make these such improvements. City staff have evaluated several project alternatives and have concluded that the Downtown Active Transportation Connections & Green Streets Project is the best suited and most competitive project to apply for the available program funding. The proposed project will focus on sidewalk, bicycle lane, and urban greening infrastructure in the historic downtown area (between Graham Avenue on the west, Flint Street to the east, the Riverwalk to the north, and Main Street to the south). The proposed project will also include a bicycle and pedestrian bridge across the Outflow Channel at Pottery Street, connecting the existing low income and disadvantaged community with the civic and commercial retail amenities, and public transportation in downtown. The proposed project will tie in well with the current projects that will improve bicycle and pedestrian infrastructure along Graham Street/Lakeshore Drive and Main Street. In addition, as the project is within proximity of two schools, the project has received support and input from the Lake Elsinore Unified School District and staff look forward to working closely to ensure safe routes to these schools are ensured. Active Transportation Plan / Commuter Based Access Plan April 24, 2018 Page 2 City staff began community outreach efforts regarding the project by engaging community members at the Lake Community Center and through a formal public outreach meeting and have received tremendous support for the project thus far. Discussion City staff hereby recommends the approval for the City Manager, or designee, as agent to negotiate, execute and submit all documents including, but not limited to applications, agreements, payment requests and so on, which may be necessary for the completion of the project. All subsequent agreements with project contractors would be brought forward to the City Council for review and consideration prior to execution. With this approval, City staff will submit the grant application and begin the process for funding consideration and acceptance. If funding is granted, the project would begin in 2019 and be completed in 2020. Fiscal Impact The total project cost is estimated to be approximately $3,000,000 and the City commits to fund approximately 20-25% of the overall cost as a match to the grant funding. Exhibits Urban Greening Grant – Exhibit A Reso Resolution No: _______________________ RESOLUTION APPROVING THE APPLICATION FOR GRANT FUNDS FOR CALIFORNIA CLIMATE INVESTMENTS URBAN GREENING PROGRAM WHEREAS, the Legislature and Governor of the State of California have provided funds for the program shown above; and WHEREAS, the California Natural Resources Agency has been delegated the responsibility for the administration of this grant program, establishing necessary procedures; and WHEREAS, said procedures established by the California Natural Resources Agency require a resolution certifying the approval of application(s) by the Applicants governing board before submission of said application(s) to the State; and WHEREAS, the applicant, if selected, will enter into an agreement with the State of California to carry out the Project NOW, THEREFORE, BE IT RESOLVED that the City of Lake Elsinore 1. Approves the filing of an application for the Downtown Active Transportation Connections & Green Streets Project; 2. Certifies that applicant understands the assurances and certification in the application, and 3. Certifies that applicant or title holder will have sufficient funds to operate and maintain the project consistent with the land tenure requirements; or will secure the resources to do so, and 4. Certifies that it will comply with the provisions of Section 1771.5 of the State Labor Code, and 5. If applicable, certifies that the project will comply with any laws and regulations including, but not limited to, legal requirements for building codes, health and safety codes, disabled access laws, environmental laws and, that prior to commencement of construction, all applicable permits will have been obtained, and 6. Certifies that applicant will work towards the Governor’s State Planning Priorities intended to promote equity, strengthen the economy, protect the environment, and promote public health and safety as included in Government Code Section 65041.1, and 7. Appoints the City Manager, or designee, as agent to conduct all negotiations, execute and submit all documents including, but not limited to applications, agreements, payment requests and so on, which may be necessary for the completion of the aforementioned project(s). Approved and adopted the 24 day of April 2018. I, the undersigned, hereby certify that the foregoing Resolution Number __________ was duly adopted by the City of Lake Elsinore.
