Recommendation
approve A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
ADMINISTRATION OF ANNUAL PASSES
Background
In March 2017, the City Council of Lake Elsinore adopted Resolution No. 2017-013, which
provided the regulations and fees for use of the lake, resort, and boat launches. Currently,
annual passes are offered for purchase at City Hall and at the City Boat Launch. Also, currently
passes are valid from January through December and are not prorated. However, staff are
always seeking opportunities to provide more convenient customer service.
Discussion
In an effort to provide a higher quality level of customer service, staff have been working on
developing a system to become more web user friendly and allow the passes to be valid for a
full 12 month period from date of issuance. Upon approval of this resolution, all annual passes
will be made available for purchase on the City’s website. By offering passes online, customers
may purchase passes at any time and are immediately provided a receipt which may be used
as a temporary pass until the actual pass is received in the mail. Upon approval of this
resolution, annual passes will become valid for twelve months from the date of issuance and
expire the last day of the month. For example, if a pass is issued on March 10, 2018, the pass
would expire March 31, 2019.
Staff hereby present for approval the Administration of Annual Passes Resolution, which is in
the attached Exhibit.
Fiscal Impact
No fiscal impact except for staff’s document preparation and online configuring time. However,
with increased on-line usage, staff processing time will be significantly reduced.

RESOLUTION NO. 2018-__
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, ADMINISTRATION OF ANNUAL PASSES ASSOCIATED WITH LAKE
USE
Whereas,the City of Lake Elsinore is required by the State of California to maintain the Lake for
public park and recreation purposes in perpetuity;
Whereas, the City Council of the City of Lake Elsinore is desirous of providing adequate services
for operating and maintaining Lake Elsinore for the benefit of the boating public;
Whereas, the City Council is desirous of increasing tourism, economic development and
enjoyment of Lake Elsinore by boaters;
Whereas, the fees collected shall be used for operating and maintaining the Lake for use by the
public;
Whereas, the City Council now desires to become more customer friendly by offering on-line
sales of annual passes;
WHEREAS, the City Council now desires to modify the annual pass time applicability criteria as
set forth herein.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE DOES
HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
Section 1:Administration of Annual Passes. The following administration process shall apply for
all annual passes (which include Annual Lake Use Passes, Annual Lakefront Passes, Annual
Commercial Lake Use Passes, Annual Launch Passes, Annual Resort Passes, and Annual
Fishing Passes) and remain in accordance with the Lake Elsinore Municipal Code Chapters 8.40,
8.44, and 9.96.
All annual passes shall be made available for purchase on the City’s website. In addition, all
annual passes shall be valid for twelve months from the date of issuance and expire the last day
of the month. For example, if a pass is issued on March 10, 2018, the pass would expire March
31, 2019.
Section 2:City Staff shall implement the Administration of Annual Passes as described above in
Section 1. Annual passes shall depict the year and month in which they are valid until and shall
be color coded according to pass type.
Section 3: City Staff shall post signage, update marketing materials, and update all related
websites and social media pages with the above described administration of annual passes.
Section 4: This Resolution shall take effect immediately upon its adoption.
