Subject: Future Leaders Advocacy Pro'ect: Teen Center
Recommendation
Approve in concept and direct staff to pursue the development of a Teen Center and programs
for young adults.
Background
The Lake Elsinore Unified School District has approximately 10,916 high school students and
youth programs are scarce for the young adults within the City of Lake Elsinore. Currently there
are two programs: The Boys and Girls Club of Lake Elsinore and Planet Youth. Both programs
are beneficial but out of reach due to age and economic requirements. The City of Murrieta is the
closest city to have a Teen Center and requires a membership fee of $20 per year for residents
and $25 for non-residents.
Discussion
As part of the requirement of the Dream Extreme Future Leaders program, participants selected
an advocacy project. After careful consideration, a teen center was selected for after school
activities and special events. The participants researched and decided three areas based on
proximity and access to all three Lake Elsinore high schools. The three areas being:
Railroad Canyon Road — Located north of the 1-15 and easily accessible to all three high
schools within Lake Elsinore
Central Avenue — Located north of the 1-15 and closer to Temescal and Lakeside High
Schools
Main Street — Located South of the 1-15, the most centralized location and in the vicinity
of the Community Center and City Hall.
These types of centers generally operate after school and on weekends providing activities and
study areas. Suggested amenities include: pool table, ping pong, television, movies, tutoring,
computer lab, library and weekend activities. Additionally, a potential cost saving was identified
to utilize volunteers to assist in staffing and activity management. The suggested age group is
between thirteen and eighteen years old, who would pay a membership fee established by the
Council.
A program such as this would be a benefit to the City and provide a safe and fun environment for
teens. Funding, location and programming would be developed through the Community Services
Department. The students identified alternative sources of funding which could include grants and
sponsorships.
The Future Leaders program is requesting that Council approve a teen center and direct staff to
further research location, funding sources, implementation of programs and the formation of a
Teen Council that would assist in the growth and development of the center and its programming.
Fiscal Impact
There is no fiscal impact other than staff time. Staff will bring back additional reports for the
implementation that will include expenses.

YOUTH POLICIES AND PROCEDURES
HISTORY
The Murrieta Youth Center (MYC) was imagined in the early 2000's as a two phase project dedicated to the
youth of Murrieta. Phase one, completed late 2013, is a six thousand square foot facility with, lounge/ game
room, computer lab, conference room, outdoor space, staff offices and multipurpose room. Phase two is
intended to be an indoor gymnasium complete with workout room, locker room and gymnasium storage.
PARTICIPATION
The MYC is a drop-in recreational program open to students' grades 6t" thru 9t" (must show valid school ID or
report card verifying grade). Participants will be responsible for their decisions, actions and attendance at the
MYC. Staff of the MYC will primarily strive to build a positive and safe environment for participants. Staff cannot
physically prevent participants from leaving the site. Parents should discuss the arrival and departure time with
their youth and strongly discourage them from leaving the facility prior to the agreed upon time. It is the
responsibility of the participant and the parent to arrange transportation to and from the facility.
MEMBERSHIP
The MYC is a fee based program offering affordable afterschool programming for all youth grads 6t"_9t"
Participation is limited to a first-come, first serve basis, until capacity is reached. Annual memberships to the
MYC are offered at $20 per year for residents and $25 for non-residents. Members are required to complete the
attached registration packet and are issued a membership ID card. The MYC will require members to keep an
updated emergency card on file.
All Youth attending the Youth Center must have a membership. One time access will be granted to those
without a membership.
DISCIPLINE AND BEHAVIOR
Participation at the MYC is a privilege and can be revoked due to inappropriate actions and behavior. All
participants are responsible for their behavior and must read and understand the following Youth Center rules
to participate.
No Messin'- Respect the privacy and belongings of the youth center and other participants. If it's not
yours don't mess with it. Harassment of any kind (physical, emotional and mental) is not tolerated. (MYC staff is
not responsible for participants' belongings)
No Missin'- No missing equipment; return all items checked out. No missing required meetings.
No Mixin'- Inappropriate actions with persons of the opposite attraction are prohibited. Age groups are
to remain within their areas.
No Mouthin'- Verbal harassment and inappropriate language are not tolerated.
No Mischief—Skateboarding, scootering, bike riding is not allowed at the center. No defacing facility or
property. Weapons, drugs, alcohol and tobacco are not tolerated. School dress code rules apply.
The City of Murrieta reserves the right to search participants and/or their belongings at the City's discretion if
suspicion of a violation of a rule of conduct exists. Violation of any rule(s) may result in the suspension and/or
expulsion from any current and or future City of Murrieta programs. All actions are subject to review by the
administrators of the program.
ACTIVITIES
All activities offered by the MYC will be age appropriate. Participants may opt in or out of activities offered
however in some cases participation will be strongly encouraged. Some special classes, programs, events and
activities will require mandatory participation; participants will be notified if mandatory participation is
required.
Movies:
The Murrieta Youth Center provides its members with an opportunity to view movie during various
programs. Movies shown at the MYC will have a rating range of G to PG -13; participation in movies is optional.
The movies viewed may include mature themes, strong language, mild violence or comedic violence. Staff will
attempt to avoid any movies that contain inappropriate material, such as excessive profane language, graphic
violence and explicit content.
Video Games:
Participants may be allowed to use the video game consoles and games provided by the Murrieta Youth
Center. Staff will monitor the use of the video games in order to avoid the viewing of inappropriate content.
WAIVERS
In the event any of the information provided on the attached waiver changes please notify the Murrieta Youth
Center staff so participant files can be updated.

Participant Application
The Murrieta Youth Center (MYC) is designed to serve as a drop in recreation facility for local youth. The primary
user groups for the MYC are 6`"- 9`" grade students (must show valid school ID or report card verifying grade).
The MYC offers a unique programming opportunity by empowering youth to decide how their time is spent
while at the youth center. Parent and guardians are asked to fill out the waiver and liability release which will be
kept on file for all general youth center activities.
The staff of the MYC would like to remind guardians that participants at the youth center will have the freedom
to come and go as they please during facility hours. If selected below the MYC staff will make every non physical
attempt to keep participants at the youth center per the guardians' request. However, please understand that
the only situation the MYC staff can assure is that your child will be supervised while at the MYC.

assigns, do hereby release, waive, discharge, and covenant not to sue The City of Murrieta, its officers, employees, and agents from

employee of the City of Murrieta and that I am not covered under the City's workers' compensation plan. I intend to perform voluntary services
for or in the City of Murrieta without compensation. As a condition of performing the above referenced volunteer activities, I hereby knowingly
and unequivocally waive, release and discharge any and all rights that I, my heirs, assigns, agents or other representatives may have or which
hereafter may accrue to me, to file any claim, lawsuit and/or any other cause of action against the City of Murrieta, its employees, officers,
agencies, other volunteers and officials as a result of performing said volunteer services. In granting this full and complete release and waiver
of liability on the part of the City of Murrieta, I specifically waive California Civil Code Section 1542, which states:
A general release does not extend to claims, which the creditor does not know or suspect to exist in his favor at the time
of executing the release, which if known by him, must have materially affected his settlement with the debtor.
I expressly desire to release the City of Murrieta, its employees, officers, other volunteers, property owner, and officials from any financial
responsibility to me for any personal injury and/or property damage I may incur as a result of my voluntary participation, even when it results
from the negligence, both active and passive, of the City of Murrieta and/or its employees. I understand that accidents and injuries can arise
out of my volunteer activities; knowing the risk, nevertheless, I hereby agree to assume those risks and to release and to hold harmless the

Thank you for expressing an interest in serving on the Youth Advisory Committee.
The purpose of the Committee is to provide input on youth services, assist with implementation and
promotion of youth activities and address issues that effect youth in the community. The Youth Advisory
Committee is made up of youth and adult members appointed by the Community Services Commission.
The term of office will be for twelve months with an opportunity for re -appointment in August 2017. The
twelve-month term commences in September and terminates in August. The Youth Advisory Committee
meets once a month on the first Tuesday evening of each month at 6:00 p.m. Other meetings will be
scheduled on an as needed basis. Members of the YAC will be responsible to volunteer four hours of
community service hours at the Murrieta Youth Center. You must be a resident of the City of Murrieta
to apply.
