Subject:SB-1 Pavement Rehabilitation Projects
Recommendation
Approve the submission of three (3) pavement rehabilitation projects for SB-1 funding. The
purpose of these projects are to improve the condition rating of Graham Avenue pavement from
Lakeshore Drive to Heald Avenue. The application due date for SB-1 projects is October 16,
2017.
Background
Bucknam Infrastructure Group is currently performing the 2017 Pavement Assessment
Program. Based on their most recent pavement condition survey (9/8/2017), Graham Avenue
pavement condition indexes vary between 32 to 74, on a scale from 0 to 100. Rehabilitation
recommendations are divided into categories based on the various conditions:

Once SB-1 funding is secured, projects from the list above will be advertised for bid. The City of
Lake Elsinore’s projected SB-1 allocation for FY 2017-18 is $344,690, for the first partial year of
funding. Projects listed above, in excess of the first year allocation, have been included in order
to take advantage of funds that may become available due to other jurisdictions not having
construction ready projects that qualify for funding for the current fiscal year.
Fiscal Impact
The funding allocation for Priority No. 1 project will be from the allocated SB-1 funds available
with the remainder being funded from T.R.I.P. Funds.
