Skinner, Director of Community Services Date:August 22, 2017 Subject:Lake Elsinore Grand Prix - Road Closures Recommendation ApproveTemporary Road Closures for the 49 th running of the Lake Elsinore Grand Prix, Saturday, November 11 and Sunday, November 12, 2017. Background The City of Lake Elsinore will be sponsoring the 49th running of the Lake Elsinore Grand Prix (LEGP), taking place at various venues throughout Lake Elsinore beginning Thursday, November 9th and culminating with off road races on Sunday, November 12, 2017. The Event Promoter and organizer, Steve Miller of Dirt Series Off Road Racing, met with City representatives shortly after the 48th LEGP with several goals of bringing fun and excitement back into the nostalgic race and to “Bring it Back to the Streets.” The race course for the 49th running will bring LEGP through the streets of downtown Lake Elsinore, while incorporating other street and off-road elements to the 5-day event. Discussion The previous LEGP events were held primarily on the 2 nd weekend of November and focused on the racing aspect. This year's event is creating an experience for the racing enthusiast as well as the Lake Elsinore residents or City visitor looking for something exciting to experience in the City. Beginning on Thursday an All Chamber event will occur at the Lake Elsinore Casino; on Friday, recognition of our Veterans will be incorporated in the City's annual Veterans Day event, on Saturday, a new Grand Prix Fest downtown and the running of the Harvey Mushman Race down the streets of Lake Elsinore. On Sunday, Racing continues through the hills of Lake Elsinore and festivities at Lakepoint Park. The 49th running of the LEGP will have something for everyone to enjoy. The Race course will incorporate the hills and roads of previous tracks and will bring in the nostalgic Harvey Mushman Race downtown, starting on Graham Street on Saturday, which has not happened for many years. As a result, staff is recommending road closures for event staging and festivities. Event Coordinator Steve Miller from Dirt Series Racing, the Sherriff’s, Fire, Public Page 2 of 2 Works, and Community Services departments met and agreed on the routes and closures needed for a safe and memorable experience. To ensure the safety of the participants, staff is recommending the following road closures, as detailed in Exhibit A and Exhibit B: Saturday Main Street Road Closures – Grand Prix Fest and Harvey Mushman Race N. Main Street at Heald Avenue N. Main Street and Peck Street to the Alley Main Street and East Graham Main Street and Graham to Spring Street Main Street at Sulphur Street to Alley Main Street at Prospect to Alley Main Street at Limited to Spring Street Main Street at Library Street to Spring Street Saturday and Sunday Road Closures for LEGP Races East Lakeshore Drive and High Street Lake Street and High Street Acacia Street and High Street Mill Street and Ave 1 Avenue 6 and Bancroft Way and Cole Street South Chestnut Street and Ridge Street Library Street at Main Street and Short Street Library Street and South Spring Street East lakeshore Drive and Lakepoint Park Entrance Road closures shall remain in place on Saturday, November 11 th from 7:00 a.m. to 11:00 p.m. and be enforced by Law Enforcement, City staff and Dirt Series personnel. The road closures on Sunday, November 12th do not include downtown Main Street, and will remain in placefrom 7:00 a.m. to 5:00 p.m. The closures and timing is necessary to accommodate set up and tear down of equipment and materials utilized for the event. Parking for the event will be available along the surrounding public streets and in designated area throughout the road course. Fiscal Impact The event expenditures would include equipment, materials, event preparations, and personnel (City, Fire and Law Enforcement). Expenses are included in the FY17/18 through Community Support ($15,000) and Community Services ($15,000) budgets.
