Webb Associates Recommendation 1.Approve Amendment No. 3 to the Agreement for Professional Services with Albert A. Webb Associates for on-call traffic engineering services and authorize the City Manager to execute the Agreement in the not to exceed amount of $181,480, in substantially the form attached and in such final form as approved by the City Attorney. 2.Authorize the City Manager to allocate an additional $102,040 for grant related services relative to the awards from SSARP and SB 821. Background The City utilizes contract traffic engineering services in support of traffic operations, development review, and CIP project engineering support. On March 22, 2016, the City approved the extension of time with an additional one-year renewal and an increase to the contract in the amount of $157,800. Approximately 70% of these engineering services have been paid through developer deposits and funded CIP project budgets. The remaining 30% of the cost of services have been funded by Gas Tax and the General Fund. Discussion Amendment No. 3 extends consultant traffic engineering services through June 30, 2018. Over the last year, Webb has provided much-needed traffic engineering project management, traffic development review, and guidance and coordination on traffic-related operations and maintenance issues. The Engineering Department is very satisfied with Webb’s services and recommends the City Council approve the extension. Amendment No. 3 Webb & Associates Page 2 of 2 Fiscal Impact A combination of adopted FY 2017-2018 CIP project budgets, developer deposits, and Gas Tax funds will support the traffic engineering services as proposed in this Amendment No. 3. As part of the award to Amendment No. 3, an additional appropriation of $102,040 from grant related funds will be allocated to the contract. Exhibits A – Amendment No. 3 B – Proposal AMENDMENT NO. 3 TO AGREEMENT FOR PROFESSIONAL SERVICES Albert A. Webb Associates Traffic Engineering Services This Amendment No. 3 to Agreement for Professional Services (“Amendment No. 2”) is made and entered into as of August 22, 2017, by and between the City of Lake Elsinore, a municipal corporation (“City), and Albert A. Webb Associates, (“Consultant”). RECITALS A.The City and Consultant have entered into that certain Agreement for Professional Services dated as of August 26, 2014, (the “Original Agreement”). Except as otherwise defined herein, all capitalized terms used herein shall have the meanings set forth for such terms in the Original Agreement. B.The Original Agreement provided for compensation to Consultant in an amount of One Hundred Eighty Thousand dollars ($180,000) for a term of one year. Amendment No. 1 approved September 15, 2015, to extend the date and increase the Consultant in an amount not to exceed One Hundred Sixty-Three Thousand Six Hundred Eighty dollars ($163,680) through June 30, 2016. C.Amendment No. 2 approved March 22, 2016 provided for a one-year renewal and an increase in an amount not to exceed One Hundred Fifty-Seven Thousand Eight Hundred dollars ($157,800). D. The parties now desire to modify the scope of services and increase the payment for such services as set forth in this Amendment No 3. NOW, THEREFORE, in consideration of the mutual covenants and conditions set forth herein, City and Consultant agree as follows: 1.Section 1, Scope of Services, of the Original Agreement is hereby amended to add the following: Consultant shall also perform the services described in Consultant’s July 31, 2017 Proposal (attached to this Amendment No. 3 as Exhibit A-1). Consultant shall provide such services at the time, place, and in the manner specified in Exhibit A-1, subject to the direction of the City through its staff that it may provide from time to time. This agreement shall continue in full force and effect until June 30, 2018. 2.Section 3, Compensation, of the Original Agreement is hereby amended to read in its entirety as follows: Notwithstanding the foregoing, for purposes of Amendment No. 3 and the term thereof, compensation to be paid to Consultant shall be in accordance with the Schedule of Charges set forth in Consultant’s Proposal (referenced collectively as Exhibit A-1 Amendment No. 3). In no event shall Consultant’s compensation related to Exhibit A-1 to Amendment No. 3 exceed Two Hundred Eighty Three Thousand Five Hundred Twenty dollars ($283,520) without additional written authorization from the City. Notwithstanding any provision of Consultant’s Proposal to the contrary, out of pocket expenses set forth in Exhibit A-1 respectively, shall be reimbursed at cost without an inflator or administrative charge. Payment by City under this Agreement shall not be deemed a waiver of defects, even if such defects were known to the City at the time of payment. 4.Except for the changes specifically set forth herein, all other terms and conditions of the Original Agreement shall remain in full force and effect. Receive citizen's request regarding traffic issues. 2. Process service requests including field reviews, research, analysis, and correspondence with requestors. 3. Respond to public requests for information regarding projects and attend community outreach meetings as required. 4. Field review traffic circulation around schools. Perform analysis and provide recommendations to public works staff and school district officials. 5. Prepare staff report for the Public Safety Advisory Commission (PSAC) meetings. Attend PSAC meetings as needed. 6. As a City Traffic Engineer, advise the City regarding traffic related matters. 7. Attend staff meetings and provide updates to the City Manager and City Engineer as needed. 8. Present reports and provide recommendations to Planning Commission and City Council as needed. 9. Obtain and research crash data for last five years. Identify high crash data intersections and roadway segments. Review crash data and select high priority intersections and roadway segments. Apply for grants and schedule it for the upcoming year Capital Improvement Program. 10. Research for grant opportunities. Apply for HSI P, ATP, and other grants when available. 11. Provide coordination with the County of Riverside, RCTC, WRCOG, Caltrans, adjacent Cities, and law enforcement agencies. 12. Develop traffic standards for signal equipment and signing & striping to promote consistency and uniformity citywide. 13. Review/design traffic control plans for special events. 14. Review traffic control plans for work within the City right of way and provide assistance with the Encroachment Permit process. 15. Review/design basic signage and striping plans as a result of small-scale safety or operational issues as needed. 16. Prepare scoping agreements, traffic studies, and traffic memos as needed for City projects. Task B — On-call Traffic Engineering Services (Funding Source: Traffic Signal Operations Line Item) WEBB will provide on-call consultant traffic engineering scope of services as follows: 17. Oversee traffic operation (signal operation and maintenance, signing & striping and markings). 18. Survey status of all signal pre-emption equipment and add to CIP. 19. Determine if AMR has emitters to take advantage of pre-emption equipment, in lieu of driving on wrong side of road. 20. Research possible grants for updating citywide all pedestrian heads to standard countdown heads, and APS push buttons for ADA. 21. Field review all signals for proper operation, congestion, quick fixes to streamline traffic (am, pm, mid-day, school peak hours). 22. Review all long corridors for possible signal coordination and missing interconnect. 23. Provide qualified and experienced traffic signal inspection services for traffic signal construction projects as needed to supplement existing signal inspection services provided by Riverside County. Task C — On-call Traffic Engineering Services (Funding Source: Development Accounts, Capital Improvement Project Line Items) WEBB will provide on-call consultant traffic engineering scope of services as follows: 1. Review traffic impact studies and prepare conditions of approval for development projects. 2. Prepare and/or review fair share obligation for the development projects. 3. Attend Planning Commissions and City Council Meetings for Development Projects as needed. 4. Review traffic control plans for work within the City right of way and provide assistance with the Encroachment Permit process. 5. Review traffic signal and signing & striping plans to ensure constructability and conformance with city, state, federal, and other applicable standards and requirements. 6. Work with Riverside County and Hartzog & Crabill signal maintenance technicians for traffic signal and traffic signal system timing plans. 7. Oversee City's long range Transportation Model. Maintain or coordinate with consultant to maintain and update the Transportation Model. 8. Perform field survey, provide utility research, provide coordination with utility companies for relocation, provide coordination with SCE for traffic signal service connection, and prepare traffic signal and other transportation related projects. 9. Prepare traffic signal design, signal timing sheets, coordination of signal timing, and traffic signal operation troubleshooting as needed. 10. Provide construction support services on City Projects as needed. 11. Review TIF program and prioritize the improvements and corridors to focus on. 12. Identify and replace non-standard 8 inch signal heads in upcoming CIP budget w/ standard 12 inch indications. Apply for grants as needed to assist with upgrade funding. 13. Review Street Name Sign Replacement program and assist with prioritizing corridors. 14. Develop Master Signal Communication Plan. 15. Inventory and develop Master Bike Trails, Lanes and Walking Paths Plan with City Parks and Recreation department. 16. Assist with relinquishment of Hwy 74 from Caltrans to City. 17. Research neighborhood traffic calming measures and Implement Neighborhood Traffic Management Program citywide, and on website. 18. Prioritize DIF infrastructure based on immediate traffic needs. 19. Create and manage equipment inventory log for all existing and new traffic signals. Task D — On-call Engineering Services for Bond Releases (Development Accounts, Capital Improvement Project Line Items) WEBB will provide on-call consultant engineering scope of services as follows: 1. Review project as -built plans and coordinate with city inspectors to determine project status of development projects. 2. Review bond documentation and plans to process bond releases. 3. Prepare bond release memos for completed or nearly -complete projects as needed. Task E — On-call Engineering Services for Grant Applications (General Fund) WEBB will provide on-call consultant engineering scope of services as follows: 1. Research grant opportunities available to the City. Apply for HSIP and ATP grants when available. 2. Research possible grants for other systemic improvements for pedestrian heads, APS push buttons, signal improvements, and other safety improvements. Task F — SSARP Report (Caltrans SSARP Grant and General Fund) WEBB will provide scope of services as follows: 1. Research collisions and roadway/intersection features city-wide to determine systemic improvements. 2. Utilize Crossroads collision database and SWITRS database to organize and analyze collisions. 3. Prepare SSARP report per Caltrans and program guidelines to prepare the City for upcoming HSIP funding. 4. Provide SSARP report to City staff for review and comment. 5. Finalize SSARP report and provide to City staff and Caltrans District Local Assistance Engineer for review and verification. Once verified, Caltrans will close out the project. Task G — SB821 Bicycle Lane Improvements (RCTC Grant and General Fund) WEBB will provide engineering scope of services as follows: 1. Prepare signing and striping plans for bike lane installations for the following projects from the approved SB821 project list: a. Bicycle Lanes to Downtown b. Machado Street Missing Bike Lanes c. Mission Trail Missing Link Bike Lanes 2. Use aerial imagery to create basefile of existing curb, gutter, sidewalk, roadway features, striping, and signage. 3. Field review all project roadway segments to verify existing field conditions. 4. Prepare improvement plans at 1"=40' scale and provide plans to the City for review and comment. 5. Revise plans per comments and resubmit for approval. 6. Provide construction support as needed during construction. Task H — SB821 Sidewalk Improvements (RCTC Grant) WEBB will provide engineering scope of services as follows: 1. Prepare sidewalk improvement plans for the following projects from the approved SB821 project list: a. Chaney Street Missing Link Sidewalk b. Sumner, Mohr, and Davis Street Missing Link Sidewalk c. W. Lakeshore Drive Missing Link Sidewalk 2. Field topo existing conditions in the project area including elevations and all necessary features. 3. Field review all project roadway segments to verify existing field conditions. 4. Prepare improvement plans at 1"=40' scale (or as directed) and provide plans to the City for review and comment. 5. Revise plans per comments and resubmit for approval. 6. Provide construction support as needed during construction.
