Re:Student Leadership Program
Recommendation
Approve the implementation of the Dream Extreme’s Future Leaders program.
Discussion
As part of previous discussions in implementing a Youth in Government (YnG) type of program
in the City and in conjunction with direction received by the City Council, a collaboration was
formed to design and implement a new program: the “Dream Extreme’s Future Leaders.”
The mission of the program is to provide an avenue for the youth in Lake Elsinore to engage in
City Government by instilling the importance of civic values and developing civic skills. The
program will accomplish this mission by cultivating 21
st century skills in critical thinking, problem
solving, communication and collaboration abilities, as well as assisting the students in obtaining
practical, hands-on work experience. The benefits to the City, from the “Dream Extreme’s
Future Leaders” program, are exponential. The City will demonstrate; being fully committed to
investing in its future workforce, providing opportunities to expand knowledge, and gain
experience in public service careers for high school students.
Several YnG city programs were researched, including Sacramento, Burbank, West
Sacramento, Long Beach, Santa Clarita, Temecula and the traditional YnG programs run
through YMCA’s. Portions of these programs were selected and modified to develop a more
comprehensive program, providing greater outreach and more positive impacts for the youth in
our community.
The proposed eight-week program will include both classroom setting trainings, on Mondays
and Wednesdays, from 3:00 p.m. to 5:00 p.m., and the requirement that students complete 30
hours of internship work over the course of the program. The internship work will be done in
various City departments/divisions to provide a varied experience for the students. City staff will
be required to assign a supervisor, who will be responsible for delegating tasks and mentoring,
as well as filling out an evaluation form at the conclusion of the program. The culmination will be
the presentation of an Advocacy Project, selected by the students, at a council meeting along
with recognition for participating in the program by the City Council.
Students graduating from this program will be eligible to apply for Summer Internships and
Program Assistant positions. The school year program is limited to a maximum of 23 students.
Eligibility in the “Dream Extreme’s Future Leaders” program requires that students:
Must be a Junior or Seniors in the Lake Elsinore Unified School District
o or be student-residents in the City of Lake Elsinore (i.e. home-schooled, etc.)
Must maintain a GPA of a 2.0 or higher
Receive written authorization from a parent/guardian and a school counselor or
administrator
The “Dream Extreme’s Future Leaders” program will be implemented in two initial phases: the
first phase to begin with the fall school year, eight-week program, (Exhibit A) and the second
phase will incorporate a five-week summer program (Exhibit B). Additional phases are expected
to be implemented during future expansions of the program. These phases will include:
An introductory program for students who are freshman and sophomores in high school,
focusing more on community involvement and special community projects.
A more in-depth, career based internship program for college students in collaboration
with local businesses.
The program will be supervised through the City Clerk’s Department with assistance from the
Community Services Department; and, promoted through the City’s website and social media
outlets. Additionally, the Lake Elsinore Unified School District will place on their website, school
announcements and has agreed to allow City staff to present to the students on the various high
school campuses. On September 7th, the program coordinators will conduct an orientation at the
Cultural Center, for students and parents to receive and overview and have questions
answered. Applications will be due on September 15
th, with the program starting the week of
October 16th.
Applications will be reviewed by a committee, for acceptance into the program. If deemed
necessary by the committee, interviews will be conducted prior to participant selection being
made.
Fiscal Impact
The fiscal impacts associated with the program, at this time, are minimal and only include staff
time and supplies. Grants and donations will be sought to cover any potential future costs and
the cost of purchasing equipment such as laptops and IPads.

DREAM EXTREME’S FUTURE LEADERS
PROGRAM
Application Instructions
Thank you for your interest in the Dream Extreme’s Future Leaders Program. Please complete
the application and submit it to the City Clerk’s Department no later than 5:00 p.m. on September
15, 2017.
This program is a multi-faceted experience, in that participants will receive internship and
instructional opportunities to help develop civic skills, cultivate 21st century skills in critical thinking,
problem solving, communication and collaboration abilities; while obtaining practical and hands
on work experience. The program is limited to 23 participants, selected by the selection
committee based on applications and possible interviews.
For the Internship portion of the program, applicants are requested to identify the department(s)
they are wishing to intern with, where they will complete their 30 hours and be assigned tasks to
provide them with real-life job experiences and increase their job skills. Please select two
departments that you are interested in. All applicants accepted into the program will be assigned
a department and introduced to their supervisor at the orientation. Assignments will be fulfilled
based on availability in the department. If there is an issue with assigning you to either of your
choices, you will be contacted prior to placement in another department.
For the Mock Government/group activities portion of the program, applicants are requested to
identify the position(s) they are wishing to serve as. Please select two positions that you are
interested in. Assignments will be fulfilled based on availability and requests submitted for each
position. Six of the positions will participate in the election conducted by the participants: five City
Council Members and one City Treasurer. Once the election is completed, the elected Council
will appoint the Mayor and Mayor Pro Tem from the elected Council Members.
Each position is an important and integral part of the operations of local government. All
participants will be guided in the preparation of reports, giving presentations and their roles in the
mock Council meeting.
You must obtain the signatures of a parent/guardian and a school counselor/teacher
representative on the Release Form and submit with application.
All applicants will be notified of their acceptance into the program no later than October 6, 2017.

INTERN DEPARTMENT DESCRIPTIONS

Administrative Services
Responsible for developing and tracking the Adopted Operating and Capital Improvement
budgets; preparation of various financial reports and annual audits; ensures compliance with
Federal, State and local laws, as well as City financial policies.
Consists of the following divisions:

City Clerk
Manages public inquiries and relationships and arranges for ceremonial and official functions; is
responsible for: management of city records; conducts municipal elections, public records
requests, publishing legal notices, certifying records, processing claims and subpoenas,
conducting bid openings, municipal code codification and maintenance, preparing council, agency
and authority agendas and minutes, administers oaths and affirmations, contract management,
ensures compliance with: all campaign and economic financial filings; and, Brown Act (Open

City Manager
The City Manager is responsible for the implementation and administration of the policies and

Responsible for administering the City’s planning, code enforcement, and construction regulation

INTERN DEPARTMENT DESCRIPTIONS
Engineering
The Engineering Department provides technical guidelines and oversight for: grading (soil
disturbance), drainage (future improvements, flood prevention), public improvements (streets,
street lights, sidewalks, storm drains, etc.), traffic (signal timing, future improvements), mapping
(easements, centerline ties, benchmarks, dedications), Capital Improvement Program,
Oversize/Overweight Transportation Permits; and the Stormwater Pollution Prevention program.
Fire Prevention
Prevents hazardous conditions and protects the public’s health and safety with the management
of the Hazardous Vegetation and Rubbish Abatement program.
Public Works
Performs a wide variety of infrastructure maintenance, traffic, engineering and safety-related
functions including: potholes, storm drains, street lights, lake, signage, streetscape, traffic signals,
tree trimming and the Local Hazard Mitigation Plan.

MOCK COUNCIL POSITION DESCRIPTIONS

Assistant City Manager
Assists the City Manager in coordinating and directing citywide departmental activities and
operations; provides administrative direction to assigned departments; acts for the City Manager
in his/her absence; plans, manages, oversees, and directs the economic development program
for the City of Lake Elsinore; prepares and implements long range economic development plans;
coordinates activities with other City officials, departments, outside agencies, and organizations;
provides responsible and complex staff support to the City Council/RDA Board and City Manager.
Building Official
Responsible for planning and organizing the work activities of operations staff engaged in plan
checking, permit processing, building inspection and code enforcement and compliance.
City Attorney
Legal advisor to the City Council, City Manager and City staff on general matters of municipal law,
land use & planning, environmental and water law, public contracting requirements; finance and
redevelopment dissolution act requirements, election law, mining regulations and affordable
housing. The City Attorney provides legal review and advice on City contracts, Resolutions and
Ordinances and represents the City in litigation.
City Clerk
Oversees all functions and operations of the City Clerk's Office, including records management
and retention, production and publication of agendas and minutes for the City Council, and is
responsible for enforcement of State and Federal laws and regulations pertaining to elections and
campaign financing, public records, meeting notices, and conflict of interest.
City Engineer
Oversees all functions and operations of the Engineering Division. Responsible for all municipal
engineering and the administration of the Capital Improvement Program, which includes project
planning, project design, right-of-way acquisition, construction management and inspection, and
contract management. Coordinates all engineering requirements within the development review
process.
City Manager
Serves as the Chief Administrative Officer of the City and directs the activities and operations of
all departments; advises and assists the City Council in the conduct of City business; provides
administrative oversight to the operational and policy functions of City governm ent; coordinates
City business with the various programs, officials and outside agencies; provides a variety of other
responsible and complex administrative support to the City Council.
City Planner
Responsible for planning, organizing, and directing the work activities of the Planning Division
staff; and, performs a variety of supervisory, administrative, and technical work in the
development, implementation, and maintenance of current and long-range plans and
environmental compliance; implements departmental policies and procedures; coordinates
activities with other divisions, City departments, outside agencies, and organizations
City Treasurer
An elected official that oversees the policy development for the City’s investments and budgets
and works with the finance team and various consultants in areas of bonds, risk management,
special districts and community facilities districts.

MOCK COUNCIL POSITION DESCRIPTIONS
Community Development Director
Plans, manages, oversees and directs the operations and services of the City's Community
Development Department, including Planning, Building and Safety, Code Enforcement, Economic
Development, Weed Abatement, Graffiti Removal and Fire Inspection; coordinates activities with
other City officials, departments, outside agencies, contractors, organizations, and the public;
establishes department goals, objectives, policies and procedures.
Community Services Director
Responsible for the recreational needs of the community. Working with other departments,
Community Services offers recreational projects and programs throughout the City which includes
(but is not limited to activities and events in and around the City, lake and parks; and, works with
outside organizations to offer specialized programming/events.
Council Member
An elected official that serves the community through representation on local, regional and State
levels, to influence resources to better the community and surrounding areas. Serve as the
legislative body of the City approving land-use, financial and legal matters for the city.
Finance Manager
Oversees all functions and operations of the Finance division, including originating, implementing,
reviewing, interpreting and coordinating policies in the administration of a diversified accounting,
financial reporting and financial systems operation for the City.
Fire Chief
The Fire Chief is assigned to one of the Battalion Chiefs of the Riverside County Fire department
to serve as the Chief and oversee the operations of the Fire Safety Services for the City.
Human Resources
Responsible for handling all personnel matters in the City including onboarding new staff,
background checks and payroll.
Mayor
The Mayor is a rotating position that is appointed by their fellow Council Members and changes
every December. The responsibilities are the same as the Council Member position and includes
running the meetings and signing documents.
Mayor Pro Tem
The Mayor Pro Tem is a rotating position that is appointed by their fellow Council Members and
changes every December. The responsibilities are the same as the Council Member position and
includes filling in for the Mayor in their absence.
Police Chief
The Police Chief is assigned to one of the Captains of the Riverside County Sheriff’s department,
to serve as the highest officer overlooking the operations of the Police Department to provide the
best overall service to the City.
Public Information
Responsible for developing the content and handling the distribution of Press Releases to the
media and the citizens through various methods such as social media and the City’s website.

MOCK COUNCIL POSITION DESCRIPTIONS
Public Works Manager
Plans, organizes, and coordinates the work of field operations staff, responsible for construction,
pavement management, repair, maintenance, and operational work in streets, lake maintenance
operations, parks, facilities, and the stadium; coordinates and administers maintenance service
contracts and general construction contracts in the Public Works and Maintenance Services
division.

PARTICIPANT SELECTION CRITERIA

Applicants must be Juniors or Seniors currently enrolled within the Lake Elsinore Unified School District or
be a resident within the City’s boundaries.
Applicants must be committed to completing the program of 8 weeks of instruction in various aspects of
local government and job readiness skills.
Applicants must have a GPA of 2.0 or higher, with verification provided by the school of attendance.
Applicants must have the approval of their school counselor/school administrator (signature on Release
Form).
Applicants must be available to meet with the selection committee, if deemed necessary by the
committee.
Applicants shall attend an Orientation prior to the start of the program, along with a parent/guardian.
Selection will be based upon: completed application, 200 word description of why you want to participate
in the program and a potential interview with the selection committee.
