The meeting was called to order at 6:02 p.m. by Chair Stewart. Pledge of Allegiance The Pledge of allegiance was led by Commissioner Miller. Roll Call Present: Commissioners Hyland, Miller and Williams; Vice-Chair Carlos and Chair Stewart Absent: None Public Comments – Non Agendized Items Appearing to speak were: Paul Williams and Jim Brown. Consent Calendar Item It was moved by Vice-Chair Carlos, seconded by Chair Stewart, and unanimously carried, to approve the Consent Calendar. 1) Minutes of the Regular Meeting of July 19, 2017 – approved. Business Item 2)Traffic Engineer Report Senior Civil Engineer Dost presented a Power Point presentation and provided updates on the Caltrans project State Route 74/Central Avenue, the Senate Bill 821 grant funds awarded to the City in the amount of $0.5 million for six traffic projects and project locations, the application submittal to Caltrans for stop signage at Nichols Road and I-15 northbound, the red curbs painted on Grand Avenue and Sandcastle Drive and the new statewide standard for striping thickness from four inches to six inches; and, responded to comments from the Commission. Subcommittee Reports Commissioner Williams provided an update on the Homeless Task Force; commented that more people need to use the Alert LE App, provided an update on the Park Ranger recruitment; noted the Page 2 City’s current Panhandling Ordinance but it needs to be updated to address individuals who sleep in the streets; provided the non-emergency number (951) 776-1099 for the Sheriff to report any incidents; and, responded to comments from the Commission. Staff Comments Senior Civil Engineer Dost noted he forwards the Commissioners’ comments and concerns to the appropriate City Department; and, responded to comments from the Commission. Commissioners’ Comments Commissioner Miller announced that the school season has started and reminded everyone to slow down; noted that the Veterans of Foreign War provides assistance to homeless veterans and responded to comments from the Commission. Commissioner Williams shared her concerns on the marijuana dispensary located in the Big Lots shopping center and asked for an update from Senior Civil Engineer Dost; and, reported that she attended the National Night Out event. Vice-Chair Carlos stated that the evection process for marijuana dispensaries is quicker than the City’s code enforcement process; inquired about a fire by Summerhill Drive near the wash that might have been started by the homeless; reported that a dead body was found in the open area between Summerhill Drive and Railroad Canyon Drive; and, noted that there is a homeless issue that the City has to deal with. Commissioner Hyland expressed her concerns regarding the police services feasibility study. Chair Stewart requested an update on the Shopping Cart Ordinance statistics and on the Solicitation Ordinance; requested that letters be sent out to stores and store managers informing them of the Ordinance; thanked Mr. Brown and Mike Ortiz for advertising PSAC to the community and asked Chief Dakin to mention the PSAC meetings to anyone who has concerns. The meeting was called to order at 6:00 p.m. by Chair Stewart. Pledge of Allegiance The Pledge of allegiance was led by Vice-Chair Carlos. Roll Call Present: Commissioners Hyland, Miller, Williams; Vice-Chair Carlos and Chair Stewart Absent: None Presentations 1) Butterfield Village Mobile Home and Fish & Wildlife Protection – Principal Planner Kirk presented a Power Point presentation and responded to comments from the Commission and residents. Senior Management Analyst Dailey spoke on being pro-active regarding the issues with the homeless and crime within the City. Chair Stewart requested an update in two months. Public Comments – Non Agendized Items Appearing to speak was: Mike Ortiz. Business Items 1) Professional Services Agreement for Animal Control Field Services with Animal Friends of the Valleys Senior Management Analyst Dailey provided the Staff Report and responded to questions from the Commission. Mo Middleton, Chief Animal Control Officer with Animal Friends of the Valleys (AFV) answered Commissioners’ questions. It was moved by Vice-Chair Carlos, seconded by Chair Stewart, and unanimously carried, to approve the proposed scope of services and agreement for animal control field services with AFV. Subcommittee Comments Nicole Dailey stated there is a Homeless Task Force Committee which will be meeting tomorrow, and Commissioner Williams is part of the Committee. She also gave a briefing on what the Committee does. Page 2 Commissioners' Comments Commissioner Miller stated that he is not pleased with the protection of species regulations that create issues for the City. Commissioner Williams stated that if you see any needles or hazardous material/waste to contact the Public Works Department who will come out to dispose of it properly. Chair Stewart thanked Principal Planner Kirk for his presentation; and stated that the Commission wants to find a way and to help as much as they can. Adjournment The meeting adjourned at 7:50 p.m. to the Regular meeting on Wednesday, October 18, 2017, in the Cultural Center located at 183 N. Main Street.
