Meeting Minutes
Tuesday, March 27, 2018
Call to Order
A Regular meeting of the Council of the City of Lake Elsinore was held in the Cultural Center, 183 North
Main Street, on the above date. The meeting was called to order at 5:00 p.m. by Mayor Johnson, noting
the absence of Mayor Pro -Tem Manos (arrived 5:01 p.m.). There being no members of the public
appearing to speak, the meeting recessed at 5:01 p.m. to Closed Session.

Consent Calendar
It was moved by Mayor Pro -Tem Manos, seconded by Council Member Hickman, and unanimously
carried, to approve the Consent Calendar.
1) CC Warrant List Dated March 15, 2018 — received and filed.
2) CC Investment Report for Februa 2018 — received and filed.
3) CC Minutes of the Regular Meeting of March 13, 2018 — approved the minutes.
4) Hazardous Waste Removal and Demolition of the Lake Elsinore Neighborhood Center (CIP
PROJECT #220015) — authorized the City Manager to execute an agreement in an amount not to
exceed $199,500.00 with 5M Contracting Inc. in such final form as approved by the City Attorney;
and, authorized the City Manager to execute change orders not to exceed 10 percent contingency
amount of $11,950.00 for construction uncertainties and adjustments.
5) Planning Application No. 2016 -113 (Tige Watersports) -- Development of a Boat Sales, _Service, and
Assembly Facility with a 25,682 S . Ft. Two-Story Building and a 9,800 S . Ft. Storage Building —
adopted the Resolutions.

Resolution No. 2018 -048
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA,
APPROVING INDUSTRIAL DESIGN REVIEW NO. 2016 -03 PROVIDING BUILDING DESIGN AND
RELATED IMPROVEMENTS FOR A BOAT SALES, SERVICE, AND ASSEMBLY FACILITY
LOCATED AT APN: 378 - 030 -031
6) Amendment to Transportation Uniform Mitigation Fee TUMF Regional Arterial Agreement with
Riverside County Transportation Commission RCTC) for the Railroad Canyon. Road at Interstate 15
Interchange Project — approved Agreement No. 10 -72- 016 -06, Amendment No. 6, with RCTC; and,
authorized a not to exceed amount of $5,801,121.00, in TUMF funds to complete the Project Plans
Specification and Estimate and Right of way phases of work. Total funding under the Master
Agreement, including the previous funding of PA and ED shall not exceed $8,135,121.00.

Resolution No. 2018 -049

ADOPTING POLICY NO. 300 -2 THE ESCHEATMENT POLICY FOR UNCLAIMED MONEY
8) Cooperative Agreement No. 18 -72- 027 -00 with Caltrans and Riverside County Transportation
Commission RCTC for Interstate 15 /Railroad Canyon Road Interchange Promect - authorized the
City Manager to execute Agreement No. 18 -72- 027 -00, for the modification to the Interstate
15 /Railroad Canyon Road Interchange project.
9) Second Amendment to City Manager Employment Agreement — adopted the Resolution.

RATE AND METHOD OF APPORTIONMENT AND CALLING AN ELECTION THEREIN

carried, to adopt the Resolution.

It was moved by Council Member Tisdale, seconded by Council Member Hickman, and
unanimously carried, to waive further reading and introduce by title only the Ordinance

AN ORDINANCE OF THE CITY COUNCIL OF CITY OF LAKE ELSINORE, CALIFORNIA,
ACTING IN ITS CAPACITY AS THE LEGISLATIVE BODY OF CITY OF LAKE ELSINORE
COMMUNITY FACILITIES DISTRICT NO. 2006 -8 (RUNNING DEER ESTATES) AUTHORIZING
THE LEVY OF SPECIAL TAXES
15) Planning Application 2016 -77: A proposed revision to VTTM 35773 for the subdivision of 136.25
acres into approximately 275 residential lots, one large for future development /subdivision and
various lettered lots for the purposes of maintenance, utilities and recreation. The proposed
residential lots would range approximately 5,500 SF to 12,000 SF_in_size
The Public Hearing was opened at 7:20 p.m. There were no Conflict of Interest disclosures. City
Clerk Domen affirmed receipt of Proof of Publication and noted that items of correspondence had
been received.
There being no members of the public appearing to speak, the Public Hearing was closed at 7:21
p.m.
It was moved by Mayor Pro -Tem Manos, seconded by Council Member Tisdale, and unanimously
carried, to continue the item to the Regular Meeting of April 10, 2018.
16) Election for Annexation Proceedings for Annexation No. 3 Into Community Facilities District CFD
No. 2015 -1 (Safety Services)
The Public Hearing was opened at 7:21 p.m. There were no Conflict of Interest disclosures. City
Clerk Domen affirmed receipt of Prof of Publication and noted that no items of correspondence had
been received.

There being no members of the public appearing to speak, the Public Hearing was closed at 7:25
p.m.
It was moved by Council Member Tisdale, seconded by Mayor Pro -Tem Manos, and unanimously
carried, to adopt the Resolution.

17) Formation of the City of Lake Elsinore to Establish Community Facilities District No. 2018 -1 of the
City of Lake Elsinore

CALLING AN ELECTION AND APPROVING AND AUTHORIZING CERTAIN ACTIONS RELATED
THERETO
It was moved by Council Member Tisdale, seconded by Mayor Pro -Tem Manos, and unanimously
carried, to adopt the Resolution.
Resolution No. 2018 -057
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA,
ACTING AS THE LEGISLATIVE BODY OF COMMUNITY FACILITIES DISTRICT NO. 2018 -1 OF
THE CITY OF LAKE ELSINORE (WASSON CANYON II) DETERMINING THE NECESSITY TO
INCUR BONDED INDEBTEDNESS IN AN AMOUNT NOT TO EXCEED $12,000,000.00 WITHIN

Resolution No. 2018 -059

SETTING THE COMPENSATION AMOUNTS FOR THE PLANNING COMMISSION AND THE
PUBLIC SAFETY ADVISORY COMMISSION
City Manager Comments
City Manager Yates introduced Chief Anne who provided updates on unlawful shooting, off -road
vehicles and replacing signage in North Peak; and,
Community Development Director Taylor presented a Power Point presentation regarding investments
and developments in the City.
City Council Comments
Council Member Hickman requested staff research sanctuary cities and provide a report; and,
announced the Eggapalooza Egg Hunt and Fair is on March 31St
Council Member Magee announced the Lake will be closed for the Lake Elsinore Diamond Classic on
April 7th and 8th, the Lake Opening Day is on April 14th, and, the sixth annual Fishing Derby is on May
5th and 6th
Council Member Tisdale requested the City take a cautious approach to the topic of Sanctuary Cities;

announced military recognition banners are available to order by April 5th, the PAWZ for Wounded
Veterans Program is available to veterans, Congressman Takano will be hosting a Veterans
Roundtable on March 29th, the Veterans Pathway to Citizenship workshop is on April 7th, and, the
March Field and Air Space Expo will be on April 7th and 8th
Mayor Pro -Tem Manos noted his attendance at the Sip and Swing; proposed an increase in sales
taxes; reported he met with the Riverside County Habitat Conservation Agency to discuss the success
of the repopulation of the Stephen's Kangaroo Rat; and, wished everyone a happy Easter.
Mayor Johnson announced the Spring and Summer 2018 City Activity guide is available, the Lakeshore
Drive parking lot ribbon cutting will be on March 28th and, the Classic Car Cruise on April 7th; noted lane
closures for eastbound Railroad Canyon Road on April 3rd -511 and April 17th -19th; announced, the City,
Cops and Conversation on April 25th at Stadium Pizza, and, the Clean Extreme Team community
service day is April 2811

The meeting adjourned at 8:10 to the Regular meeting of Tuesday, April 10, 2018, at 7:00 p.m. in the
