Subject:Establish and Appoint a Homeless Task Force Ad Hoc Subcommittee
Recommendation
adopt a RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, AUTHORIZING THE CREATION OF A HOMELESS TASK FORCE AD-HOC
SUBCOMMITTEE; and, appoint Mayor Pro-Tem Natasha Johnson and Council Member Brian
Tisdale to serve on the subcommittee.
Background
At the May 9, 2017 City Council meeting, Council Member Brian Tisdale requested the creation
of a Homeless Task Force to further the City’s efforts to address homelessness. Mayor Bob
Magee agreed with the appointment of the ad-hoc subcommittee including the recommended
appointment of Council Member Brian Tisdale and Mayor Pro-Tem Natasha Johnson to serve
on the subcommittee.
Pursuant to City Council Policy 200-5B Ad Hoc Committees shall be formed by Resolution. For
best practices, consistency and historical records all forms of committees will be submitted for
Council approval by Resolution.
Discussion
Subcommittees are an effective way to facilitate key discussions by allowing Council Members
to actively participate in the research, study and development of proposed recommendations
and programs related to a specific purpose.
The proposed Homeless Task Force Ad-hoc Subcommittee will include two Council Members,
i.e. Brian Tisdale and Natasha Johnson, and City staff. The subcommittee will meet on an as-
needed basis in a City facility.
The purpose of the Homeless Task Force Ad Hoc Subcommittee will be to establish a
community task force of community leaders eager to join the City in its efforts to reduce
homelessness in our community. This includes conducting a formal analysis of the existing

resources and needs within the city, developing new programs, and identifying long-term
solutions to address homelessness.
Fiscal Impact
There is no fiscal impact other than staff time.

RESOLUTION NO. 2017 – ___
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, AUTHORIZING THE CREATION OF A HOMELESS TASK FORCE AD
HOC SUBCOMMITTEE
Whereas,homelessness is an issue affecting cities throughout California, which can result in the
inefficient and disruptive use of public resources, diminished quality of life for our communities
and ultimately leads to a continued cycle of homelessness; and,
Whereas, the City of Lake Elsinore (City) has been actively working with our surrounding cities
to identify ways to break the cycle of homelessness within our communities and to work
collaboratively to develop a coordinated system of care; and,
Whereas,the City now seeks to establish a local task force of community leaders eager to join
the City’s efforts to end homelessness in our community.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE DOES
HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
Section 1:Authorizes the creation of a Homeless Task Force Ad Hoc Subcommittee of the City
Council.
Section 2:The Task Force shall be made up of two Council Members and City Staff, as
determined by the City Manager.
Section 3: The meetings shall be held on an as-needed basis as determined by the Task Force
in a City facility based upon availability.
Section 4:The purpose of the Task Force is to establish a community task force of local
stakeholders, eager to join the City in its efforts to reduce homelessness in our community. This
includes conducting a formal analysis of the existing resources and needs within the City,
developing new programs, and identifying long-term solutions to address homelessness.
Section 5: This Resolution shall take effect immediately upon its adoption.
