Subject:Acquisition of City Fleet Replacement Vehicle – Dump Truck
Recommendations
Authorize the purchase of one (1) 2018 Freightliner M2 106 Model Chassis with 12’ Dump Body
from National Auto Fleet Group (Contract Number 081716) member dealership in the total amount
of $100,206.42.
Background
The City of Lake Elsinore has an inventory of 125 pieces of equipment, which includes vehicles,
off-road equipment, multiple watercrafts, and other various machinery. Presently, the City has a
need to replace the dump truck which has long exceeded its useful life is requiring significant repairs
to keep it functional. Staff has researched the purchase of these vehicles from local dealerships
as well as cooperative government vehicle purchase contracts. The result has yielded the most
favorable pricing is from National Auto Fleet Group, Contract Number 081716. These contracts are
nationally solicited, competitively bid and awarded on behalf of National Joint Powers Authorities
(NJPA) current and potential government and education member agencies. Thisnationalcontract
has been assigned to area Dealerships for vehicle sale and delivery at the competitive contracted
price. The State statute authorizes "public agencies" to participate in cooperative purchasing
agreements like those established by NJPA. Therefore, allCity’s andGovernmental agenciesmay
take advantage of this pricing when it is determined to be cost effective.
Discussion
The 1990 GMC Dump Truck the City staff has used is in need of significant repair expenses with a
failed transmission and a motor that is requiring replacement among other issues with the brakes
and components. The truck is no longer running. After 27 years, staff believes it is long overdue
for replacement and has served the City well.

Staff posted a formal RFP on Planetbids and on the City’s website and open the pricing up to all
dealers with 138 dealers being contacted or solicited. In response, the City received five (5)
quotes/submittals. The below chart lists the results of the purchase outcome:

Fiscal Impact
The funding of the replacement dump truck is sufficient in the Internal Service Fund for Fiscal
