Subject:Security and Surveillance Cameras at Diamond Stadium Project (CIP Project
#Z40003)
Recommendations
1. Authorize the City Manager to purchase seventy-two security cameras in the amount of
$119,950.00 from Millennium Alarm.
2. Waive the formal bidding process per Municipal Code Section 3.08.070(G) for purchases
and installation from Millennium Alarm Systems since it is the Millennium Alarm Systems design
and security and surveillance cameras installation throughout the City.
Background
Diamond Stadium Project has included higher end finishes and amenities to attract visitors and
sporting events from local and regional areas. It is necessary to install and provide security and
surveillance capabilities throughout the stadium. Unfortunately, threats facing this facility on a
daily basis have the potential to severely impede intended operational uses and directly
escalate maintenance and operational costs.City Staff have worked to improve the overall
security and surveillance capabilities at critical City facilities. The displays of such security and
surveillance capabilities have proven to be a highly effective deterrent.
Discussion
As the City continues to build and rehabilitate top notch facilities for the enjoyment of the entire
community it is important to design and build into these facilities highly capable security and
surveillance systems. Coupled with design and installation are the programing and training of
the system to ensure and obtain optimum readiness and capability. The intention of designed
solutions, engineering, installation, and support is critical to the overall success of any security
and surveillance system. The purchase of this system is highly consistent and attuned with
currently installed security and surveillance cameras utilized at other City facilities. For many
reasons this purchase is classified has a sole source purchase and it is in this light the formal
bidding be waived. Therefore,the design capabilities provide endless scalable video

surveillance perseverance tailored to the City’s precise needs to help prevent incidents from
happening rather than just recording them.
Fiscal Impact
Diamond Stadium Project (CIP Project #Z40003) is included in the Fiscal Year 16/17 – 20/21
Capital Improvement Plan (CIP) budget. The contract amount herein is fully funded with ROPS
funding.
Wavier of Competitive Bidding Procedures
Pursuant to Section 3.08.070(G) of the Municipal Code, the City Council has the discretion to
waive the competitive bidding requirement that would otherwise be utilized for this purchase.
The system benefits outlined above and the fact that these products are available through our
previously selected provider and to switch to another vendor would require a significant
investment that far exceeds the investment made already with existing providers, staff
recommends that the City Council waive the competitive bidding pursuant to Municipal Code
Section 3.08.070(G) and allow the City Manager to contract directly with Millennium Alarm
Systems as outlined in this agenda report.
