Tires are often typically dumped in rural areas to avoid detection. Tires are a particular problem because they are considered a hazardous waste and there is an additional cost involved with their disposal. The City of Lake Elsinore has been the recipient for the past several years of the tire collection grants. Recently in conjunction with the collection events, staff used the funds to aid in the cleanup of large construction equipment tires off the levee that became present during the drought and low water level. Staff relocated the remaining tires to dry land making it more accessible for removal. Discussion The proposed grant, if approved, would allow the City of Lake Elsinore to continue with the Amnesty Day Tire Collection events for residents to dispose of tires properly. The grant would also fund Phase 2 of the Levee tire cleanup efforts, with removing approximately another 60 tires. This resolution allows City staff to apply for the CalRecycle Tire Amnesty Grant and use the funds to continue with the collection events and cleanup within the City. Fiscal Impact The net cost of this program to the City is zero. The grant program requires up front payment for the events and or products but costs are reimbursed by the grant. Page 2 of 2 Exhibits A – Resolution RESOLUTION NO. 2017- RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, AUTHORIZING THE SUBMISSION OF AN APPLICATION TO THE DEPARTMENT OF RESOURCES RECYCLING AND RECOVERY (CALRECYCLE) FOR GRANT FUNDS AND RELATED AUTHORIZATIONS WHEREAS, Public Resources Code sections 40000,et seq. authorize the Department of Resources Recycling and Recovery (“CalRecycle”), to administer various grant programs in furtherance of the State of California’s efforts to reduce, recycle and reuse solid waste generated in the State thereby preserving landfill capacity and protecting public health and safety and the environment; and WHEREAS, in furtherance of this authority, CalRecycle is required to establish procedures governing the application, awarding, and management of the grants; and WHEREAS, grant application procedures require an applicant’s governing body to authorize by resolution its approval for submittal of the grant application(s) identified below, and the designation by job title of the individual authorized to execute all grant documents on behalf of the City of Lake Elsinore; and WHEREAS, if awarded, the City of Lake Elsinore will enter into grant agreement(s) with the CalRecycle for implementation of such grant(s). NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS: SECTION 1. The City of Lake Elsinore is authorized to submit an application to CalRecycle for any and all grant programs offered. SECTION 2. The City Manager, or his/her designee, is hereby authorized as Signature Authority to execute all documents necessary to implement and secure payment. SECTION 3. This authorization is effective through March 31, 2022. SECTION 4. This Resolution shall take effect immediately upon its adoption.
