REPORT TO CITY COUNCIL
To:Honorable Mayor and Members of the City Council
From:Grant Yates, City Manager
Prepared by: Nicole McCalmont, Senior Engineering Technician
Date:March 14, 2017
Subject:Local Government Tire Amnesty Grant Program
Recommendation
adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, AUTHORIZING THE SUBMISSION OF AN APPLICATION TO THE
DEPARTMENT OF RESOURCES RECYCLING AND RECOVERY (CALRECYCLE)
FOR GRANT FUNDS AND RELATED AUTHORIZATIONS
Background
The City of Lake Elsinore experiences a large amount of illegal dumping throughout the year.
Tires are often typically dumped in rural areas to avoid detection. Tires are a particular problem
because they are considered a hazardous waste and there is an additional cost involved with
their disposal. The City of Lake Elsinore has been the recipient for the past several years of the
tire collection grants. Recently in conjunction with the collection events, staff used the funds to
aid in the cleanup of large construction equipment tires off the levee that became present during
the drought and low water level. Staff relocated the remaining tires to dry land making it more
accessible for removal.
Discussion
The proposed grant, if approved, would allow the City of Lake Elsinore to continue with the
Amnesty Day Tire Collection events for residents to dispose of tires properly. The grant would
also fund Phase 2 of the Levee tire cleanup efforts, with removing approximately another 60
tires.
This resolution allows City staff to apply for the CalRecycle Tire Amnesty Grant and use the
funds to continue with the collection events and cleanup within the City.
Fiscal Impact
The net cost of this program to the City is zero. The grant program requires up front payment
for the events and or products but costs are reimbursed by the grant.
