Subject: Election of City Council Members by District
Recommendation
Waive further reading and introduce by title only AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF LAKE ELSINORE, CALIFORNIA, AMENDING CHAPTER 2.09 ELECTIONS, PROVIDING
FOR THE ELECTION OF FIVE MEMBERS OF THE CITY COUNCIL BY DISTRICTS,
ESTABLISHING THE BOUNDARIES AND IDENTIFICATION NUMBER OF EACH DISTRICT, AND
ESTABLISHING THE ELECTION ORDER OF EACH DISTRICT
Background
On November 7th, the City Council authorized the transition of the City’s election system from an At-
Large to a By-District. On November 28th, the Council conducted the first of four required public
hearings to receive public input, at which time no one came forward to speak. On December 12
th the
Council conducted the second of four public hearings and provided direction to include the following
considerations when drawing maps:
Council districts boundaries should strive to include a portion of the lakeshore to the
extent feasible
Council districts boundaries should strive to include a portion of the historic downtown to the
extent feasible
Council districts boundaries should strive to include equal commercial/retail and industrial
uses to the extent feasible
Council districts boundaries should strive to include equal wildlife conservation lands to the
extent feasible
*Council districts known to be in areas of higher-than-average population growth since the last
census and known to be in areas of higher than average population growth in the years
immediately following districting should be under populated as permitted by law
On January 9, 2018, the City Council conducted the third Public Hearing and provided direction for
staff to prepare to a five-district election system. On January 23, 2018, the 4
th Public Hearing was
conducted.
Discussion
The transition process is set forth in the Elections Code 10010 et seq., with four Public Hearings
being held, as stated above. The City Council received public comment and the next step in the
transition is to effectuate the change from At-Large to By-District elections through the introduction of
the attached Ordinance.
With respect to adoption of Ordinances and Resolutions, the City adheres to the requirements set
forth in the Government Code. With the exception of Urgency Ordinances, Government Code Section
36934 requires two readings of standard Ordinances more than five days apart.
The second reading of the Ordinance will occur at the adjourned City Council meeting on February 1,
2018. The Ordinance would become effective immediately after adoption at the second reading
pursuant to Government Code Section 36937(a) as it is an Ordinance relating to an election for the
City. It is therefore recommended that the City Council introduce the attached ordinance.
Fiscal Impact
There is no specific fiscal impact associated with the proposed recommendation. New State law
provides for the transition of At-Large to By-District elections via the Ordinance process. Costs for the
City’s General Municipal election are budgeted in the City’s operating budget every two years based
on an estimate received from the Riverside County Registrar of Voters.
