Subject:Acquisition of City Fleet Vehicle – Water Truck
Recommendations
1. Approve and authorize the City Manager to execute a Purchase Order for the purchase of
one (1) 2015 Freightliner TK200-513 2,000-gallon water truck from Quinn Cat Rental in the
total amount of $86,200.00 (including tax).
2. Waive the formal bidding process per Municipal Code Section 3.08.070(G) for purchases
from Quinn Cat Rental due to finding the right water truck for the RV storage operation
requires specialized insight into the most productive, cost-effective machine. In addition to
the power source, evaluating a variety of factors that impact the long-term cost, and how
to best manipulate utilization, and whether the City should buy new or used and
marketplace availability is limited.
Background
The City of Lake Elsinore has an inventory of 125 pieces of equipment, which includes vehicles,
off-road equipment, multiple watercrafts, and other various machinery. Presently, the City has a
need to purchase a water truck for long term use.
Discussion
The water truck will be used continuously during the construction of the campground. Currently the
weekly rental rate for this type of truck is $900-$1,200 per week varying by vendor. In addition,
every year PW Operations rents a water truck for fire protection on the levee during 4th of July Fire
Works show, for the Winterfest snow removal, and at varioustimes for dust suppressionand cleanup
work.

The water truck will be an excellent addition to the equipment inventory. The one found has low
miles and hours.
Fiscal Impact
The funding of the replacement dump truck is sufficient in the Internal Service Fund for Fiscal
Year 2017-18.
Wavier of Competitive Bidding Procedures
Pursuant to Section 3.08.070(G) of the Municipal Code, the City Council has the discretion to waive
the competitive bidding requirement that would otherwise be utilized for this purchase. Staff
researched a variety of options and water trucks for a reasonable amount in good working condition
are hard to find and new ones are costly, as such staff recommends that the City Council waive the
competitive bidding pursuant to Municipal Code Section 3.08.070(G) and allow the City Manager to
contract directly with Quinn Cat Rental as outlined in this agenda report. The alternative is that City
staff would have to rent the water truck at a cost of $900 to $1,200 weekly and the utilization will
more than pay for itself in a reasonable period of time as the equipment will be needed daily.
