Public Safety Advisory Commission
Meeting Minutes
Wednesdry, August 16, 2017
Callto Order
A Regular meeting of the Public Safety Advisory Commission (PSAC) was held in the Cultural Center,
183 North Main Street, on the above date. The meeting was called to order at 6:02 p.m. by Chair
Stewart.

The Pledge of allegiance was led by Commissioner Miller.

Absent: None
Public Gomments - Non Aqendized ltems
Appearing to speak were: Paul Williams and Jim Brown.
Gonsent Calendar ltem
It was moved by Vice-Chair Carlos, seconded by Chair Stewart, and unanimously carried, to approve
the Consent Calendar.
1) Minutes of the Reqular Meetinq of Julv 19. 2017 - approved.
Business ltem
2) Traffic Enqineer Report
Senior Civil Engineer Dost presented a Power Point presentation and provided updates on the
Caltrans project State Route T4lCenlral Avenue, the Senate Bill 821 grant funds awarded to the
City in the amount of $0.5 million for six traffic projects and project locations, the application
submittal to Caltrans for stop signage at Nichols Road and l-15 northbound, the red curbs painted
on Grand Avenue and Sandcastle Drive and the new statewide standard for striping thickness from
four inches to six inches; and, responded to comments from the Commission.
Subcommittee Reports
Commissioner Williams provided an update on the Homeless Task Force; commented that more
people need to use the Alert LE App, provided an update on the Park Ranger recruitment; noted the

City's current Panhandling Ordinance but it needs to be updated to address individuals who sleep in the
streets; provided the non-emergency number (951) 776-1099 for the Sheriff to report any incidents;
and, responded to comments from the Commission.
Staff Comments
Senior Civil Engineer Dost noted he foMards the Commissioners' comments and concerns to the
appropriate City Department; and, responded to comments from the Commission.
Commissioners' Comments
Commissioner Miller announced that the school season has started and reminded everyone to slow
down; noted that the Veterans of Foreign War provides assistance to homeless veterans and
responded to comments from the Commission.
Commissioner Williams shared her concerns on the marijuana dispensary located in the Big Lots
shopping center and asked for an update from Senior Civil Engineer Dost; and, reported that she
attended the National Night Out event.
Vice-Chair Carlos stated that the evection process for marijuana dispensaries is quicker than the City's
code enforcement process; inquired about a fire by Summerhill Drive near the wash that might have
been started by the homeless; reported that a dead body was found in the open area between
Summerhill Drive and Railroad Canyon Drive; and, noted that there is a homeless issue that the City
has to deal with.
Commissioner Hyland expressed her concerns regarding the police services feasibility study.
Chair Stewart requested an update on the Shopping Cart Ordinance statistics and on the Solicitation
Ordinance; requested that letters be sent out to stores and store managers informing them of the
Ordinance; thanked Mr. Brown and Mike Ortiz for advertising PSAC to the community and asked Chief
Dakin to mention the PSAC meetings to anyone who has concerns.

The meeting adjourned at 7:15 p.m. to the Regular meeting of Wednesday, September 20, 20'17, at
6:00 p.m. at the Cultural Center located at 183 N. Main Street,
Lake Elsinore.
