HomeMy WebLinkAbout04-25-2017 City Council MinutesCITY OF LITE �LSII`[C7R City of Lake Elsinore Meeting Minutes City Council Tuesday, April 25, 2017 Call to Order A Regular meeting of the Council of the City of Lake Elsinore was held in the Cultural Center, 183 North Main Street, on the above date. The meeting was called to order at 7:00 p.m. by Mayor Magee, with all Members present. Pledge of Allegiance The Pledge of Allegiance to the Flag was led by Mayor Magee. Invocation / Moment of Silence Mayor Magee requested a moment of silence. Roll Call Present: Council Members Hickman, Manos and Tisdale; Mayor Pro Tem Johnson and Mayor Magee Absent: None Presentations — Ceremonials 1) Business of the Quarter — Mayor Magee presented a plaque to Chad Azevedo from Lake Elsinore Motorsports Park. 2) Citizen of the Quarter — Mayor Magee presented a plaque to Fred Dominguez for Citizen of the Quarter. 3) Reality Rally Trophy — Gillian Larsen, Joan Hoover and Bernie Truax presented the trophy for the 1 st Place Community Team to Lake Elsinore Council Members Manos and Tisdale. Public Comments — Non-Agendized Items Appearing to comment were: Glen Hodges, Ace Vallejos, Elisha Fillis, Kim Cousins and Ms. Miller. Consent Calendar It was moved by Council Member Manos, seconded by Council Member Hickman, and unanimously carried, to approve the Consent Calendar. 1) Investment Report for March 2017 —received and filed. 2) Warrant List Dated April 13 2017 — received and filed. Page 1 3) Minutes of the Special Meeting and the Regular Meeting of April 11 2017 — approved. 4) Purchase of Shade Structure from USA Shade & Fabric Structures for the RV Resort Rehabilitation Project — appropriated $53,228.00 in accordance with Resolution No. 2015-084. 5) Purchase of Three Shower/Restroom Facility Pre -Designed, Engineered and Fabricated from Wallis Concrete LLC for the RV Resort Rehabilitation Prolect #Z40007 — authorized the expenditure of $388,212.00 in accordance with Resolution No. 2015-084. 6) Boycott of United Airlines for City Travel — adopted the Resolution. Resolution No. 2017-055 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, BOYCOTTING THE USE OF UNITED AIRLINES FOR CITY PAID TRAVEL FOR THE CITY COUNCIL AND STAFF MEMBERS Recess/Reconvene The meeting recessed to the Successor Agency at 7:18 p.m. and reconvened at 7:18 p.m. with all Members present. Public Comments — Non-Agendized Items Appearing to comment were: Ms. Miller and Bentley Brown. City Manager Comments City Manager Yates introduced Fire Chief Dakin who provided an update on fire services in Canyon Lake and their actions on reopening Fire Station No. 60 with two-man staffing. Council Member Tisdale explained the history of fire station issues and the subsidization of Canyon Lake's fire services. Mayor Magee noted his concerns regarding the manner in which Canyon Lake took action on the matter. Citv Council Comments Council Member Hickman announced the Lakeshore Town Center Environmental Impact Report Public Scoping meeting will be on April 27th; noted that Lake Elsinore High School performed the Little Mermaid for the elementary school students; and, is working with a company regarding LED Street Lighting; announced new restaurants: Golden Corral, Maska, Rusticana and Stadium Pizza are open and Don Mere will be opening soon; and, encouraged citizens to come enjoy downtown. Council Member Manos announced the East Lake Specific Plan Public Workshop will be on May 3rd and applications for the Public Safety Advisory Commission are being accepted through May 8th; and, commented that the Reality Rally was a great event for Michelle's Place. Council Member Tisdale reported on the Clean Extreme event and thanked staff, partners and volunteers for their work; and, announced the LE Community 5K/10K walk/run raised over $13,500.00 for Cops for Kids and thanked the participants and organizers. Mayor Pro Tem Johnson congratulated the Business and Citizen of the Quarter; announced the opening of the Golden Corral, the Elsinore Women's Club 61st Annual Flower Show on April 28th and Page 2 29th, May 4th is National Day of Prayer event at the Lake Elsinore Chamber of Commerce and the Cops for Kids Celebrity Golf Tournament will be on May 5th; and, thanked everyone for using the Alert LE mobile app and attending the meeting. Mayor Magee announced that fish stocking will take place at the La Laguna Boat Launch on April 26th, the Dream Extreme Fishing Derby will be on April 29th and 30th; and, the Justine Lee Pesicka Memorial Foundation Charity run for Water Safety Awareness will be on April 29th. Adiournment The meeting adjourned at 7:45 p.m. to Tuesday, May 9, 2017, at 7:00 p.m. in the Cultural Center located at 183 N.
