Meeting Minutes
City Council
Tuesday, April 11, 2017
Call to Order
A Regular meeting of the Council of the City of Lake Elsinore was held in the Cultural Center, 183 North
Main Street, on the above date. The meeting was called to order at 7:00 p.m. by Mayor Magee.
Pledge of Allegiance
The Pledge of Allegiance to the Flag was led by Mayor Magee.
Invocation
Mayor Magee requested a moment of silence.
Roll Call
Present: Council Members Hickman, Manos and Tisdale; Mayor Magee
Absent: Mayor Pro Tem Johnson
Presentations / Ceremonials
1) Lake Opening Update - Coast Guard AuxiliaN — Management Analyst Young and Pete Dawson,
Interim Flotilla Commander, provided updates on the Vessel Inspection process and boat and
safety classes that are facilitated by the Coast Guard Auxiliary.
Public Comments — Non Agendized Items
Appearing to comment were: Ace Vallejos and Chance Edmonson.
Consent Calendar
It was moved by Council Member Tisdale, seconded by Council Member Manos, and unanimously
carried noting the absence of Mayor Pro Tem Johnson, to approve the Consent Calendar.
1) Warrant List Dated March 30, 2017 — received and filed.
2) Minutes of the Regular Meetings of February 28th and March 14th and 28 2017 — approved.
3) First Amendment to Service Contract for Golden State Bait — approved the amendment to the
contract for additional fish stocking services in April and May 2017, in an amount not to exceed
$50,000.00.
4) On -Call Agreement with Maples & Associates for Construction Services — approved the agreement
in the amount of $200,000.00; and, authorized the City Manager to execute change orders not to
exceed the 10% contingency amount of $20,000 (as needed).

5) Notice of Completion on the Senior Activity Center Emer ency Repairs — authorized staff to file the
Notice of Completion with the County Recorder; and, authorized final costs and staff to release all
retention monies 35 days after the filing of the Notice of Completion for the listed projects, with an
amendment to the budget of $68,500.00 for additional electrical repairs and water damage inside
exterior walls. Projects: Emergency Building Repairs - Maples & Associates, Inc.; Concrete
Repairs - DM Contracting Inc.; Sewer Lift Station and Pump Shutoff Valves - Morrow Plumbing.
6) Sixth Amendment to Amended and Restated Agreement for Legal Services — authorized the Mayor
to execute the sixth amendment to the agreement with Leibold McClendon & Mann (LMM).
7) Planninq Application No. 2016-109 McKenna Court General Plan Amendment, 2nd Reading —
adopted the Ordinance.
Ordinance No. 2017-1373
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA,
APPROVING ZONE CHANGE NO. 2017-01 REVERTING THE ZONING DESIGNATION OF LOW
RESIDENTIAL ESTATE TO R-1 SINGLE FAMILY RESIDENTIAL FOR ASSESSOR PARCEL
NUMBERS: 379-150-001, 002, 041 thru 044
8) Urgency Ordinance Amending and Restating Lake Elsinore Municipal Code Chapter 15.64 Flood
Damage Prevention — ratified the adoption of the Urgency Ordinance.
Urgency Ordinance No. 2017-1372
AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, AMENDING AND RESTATING CHAPTER 15.64, FLOOD DAMAGE PREVENTION
OF THE LAKE ELSINORE MUNICIPAL CODE IN ITS ENTIRETY TO ADOPT FLOOD HAZARD
MAPS, DESIGNATE A FLOODPLAIN ADMINISTRATOR; PROVIDE FOR SEVERABILITY AND AN
EFFECTIVE DATE AND PROVIDING FOR A HEARING ON OBJECTIONS
9) Authorize the Purchase of a Manitou M40 2WD Rough Terrain Vertical Mast 8,000 Pound Forklift —
authorized the City Manager to execute a Purchase Order with Johnson Machinery a forklift in the
amount of $32,932.82 plus tax, tags and Department of Motor and Vehicles (DMV) fees for the RV
Resort Storage Project (CIP Project); and, waived the formal bidding process per Municipal Code
Section 3.08.070(G) for purchases from Johnson Machinery.
10) Acquisition of City Fleet Replacement Vehicle -Dump Truck —authorized the purchase of one (1)
2018 Freightliner M2 106 Model Chassis with 12' Dump Body from National Auto Fleet Group
member dealership in the total amount of $100,206.42.
11) Purchase of City Replacement Fleet Vehicles — authorized the purchase of two (2) Passenger
vehicles from National Auto Fleet Group in the total amount of $65,260.56.
12)Authorizing the Levy of a Special Tax Within Improvement Areas JJ and KK 2nd Reading —
adopted the Ordinance.
Ordinance No. 2017-1374
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA,
ACTING AS THE LEGISLATIVE BODY OF THE CITY OF LAKE ELSINORE COMMUNITY
FACILITIES DISTRICT NO. 2006-1 (SUMMERLY), AUTHORIZING THE LEVY OF A SPECIAL TAX
WITHIN EACH OF IMPROVEMENT AREAS JJ AND KK OF SUCH DISTRICT.

The Public Hearing was opened at 7:20 p.m. There were no Conflict of Interest disclosures. Deputy
City Clerk Giron affirmed receipt of Proof of Publication and noted that zero pieces of
correspondence had been received.
Shane Spicer from Spicer Consulting Group presented the Staff Report.
There were no members of the Public appearing to speak.
Deputy City Clerk Giron affirmed that no written protests from any registered voters or landowners
of more than 50 percent of the acreage located within property to be annexed to Community
Facilities District No. 2015-2 were received.
The Public Hearing was closed at 7:25 p.m.
It was moved by Council Member Tisdale, seconded by Council Member Manos, and unanimously
carried noting the absence of Mayor Pro Tem Johnson, to adopt the Resolution.
Resolution No. 2017-051
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA,
CALLING AN ELECTION TO SUBMIT TO THE QUALIFIED ELECTORS THE QUESTION OF
LEVYING A SPECIAL TAX WITHIN THE AREA PROPOSED TO BE ANNEXED TO COMMUNITY
FACILITIES DISTRICT NO. 2015-2 (MAINTENANCE SERVICES) (ANNEXATION NO. 3)
Deputy City Clerk Giron announced that all ballots were cast for the election within for CFD No.
2015-2, declared the election closed and that each of the ballot propositions had been approved by
more than two-thirds of the votes cast in each of the elections for CFD No. 2015-2.
It was moved by Council Member Manos, seconded by Council Member Tisdale, and unanimously
carried noting the absence of Mayor Pro Tem Johnson, to adopt the Resolution.
Resolution No. 2017-052
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA,
DECLARING ELECTION RESULTS FOR COMMUNITY FACILITIES DISTRICT NO. 2015-2
(MAINTENANCE SERVICES) (ANNEXATION NO. 3)

The Public Hearing was opened at 7:27 p.m. There were no Conflict of Interest disclosures. Deputy

FACILITIES DISTRICT NO. 2015-1 (SAFETY SERVICES), ANNEXING TERRITORY TO
COMMUNITY FACILITIES DISTRICT NO. 2015-1 (SAFETY SERVICES), AND CALLING
ELECTIONS THEREIN
Deputy City Clerk Giron announced that all ballots were cast for the election within for CFD No.

ACTING AS THE LEGISLATIVE BODY OF THE CITY OF LAKE ELSINORE COMMUNITY FACILITIES
DISTRICT NO. 2015-1 (SAFETY SERVICES) CERTIFYING THE RESULTS OF THE APRIL 11, 2017,
ANNEXATION AND SPECIAL TAX ELECTIONS
Recess/Reconvene
The meeting recessed to the Successor Agency at 7:34 p.m. and reconvened at 7:34 p.m. noting the
absence of Mayor Pro Tem Johnson.

Appearing to comment were: Rita Trilllo, Bentley Brown and Kerie Reuther.
City Council Comments
Council Member Manos announced that there will be an informational meeting on Measure A, April
13th in the Cultural Center and that Art on Main will be on April 13th; noted the various improvement
projects throughout the City; announced that new restaurants Rusticana and Stadium Pizza are open,
Don Mere will open next month and Maska will open on April 20th; noted that the City did not support
Senate- Bill -1 to increase the State gas tax, because it would have a negative impact on middle class
residents who have an average of a 45 minute commute to work; and, requested a Resolution to
boycott United Airlines as a result of the incident in which a 69 year old passenger was physically
removed from the airplane.
Council Member Hickman announced the Eggapalooza event on April 15th at McVicker Canyon Park,
the Riverside Transit Agency (RTA) special event in conjunction with Cardenas grocery store on April
22nd and Elsinore High School will be performing the Little Mermaid play April 20 — 29; and, wished
everyone a Happy Easter.

Council Member Tisdale announced the City's 6th victory in a row at the Reality Rally race event and
thanked teammates Council Member Manos, Recreation Supervisor Davis and Jodi, from The Amazing
Race show; announced the City won 1 st place in the City Challenge category, 2nd place overall and 1 st
place for the City raising the most money for Michelle's Place.
Mayor Magee announced the Unity 5K Run/Walk will be on on April 15th at the Diamond
Stadium/Levee and the Clean Extreme event will be on April 22nd along Collier Avenue; and, the
"Spring is in the Air" March photo contest winner was Christine Pham.
Adjournment
The meeting adjourned at 7:56 p.m. to Tuesday, April 25, 2017, at 7:00 p.m. in the Cultural Center
located at 183 N. Main Street, Lake Elsinore.
