HomeMy WebLinkAbout03-15-2017 PSAC Minutescay car LAKE, L4iI01 -_QE D9LAM E7 111MMC City of Lake Elsinore Public Safety Advisory Commission Meeting Minutes Wednesday, March 15, 2017 Call to Order A Regular meeting of the Public Safety Advisory Commission (PSAC) was held in the Cultural Center, 183 North Main Street, on the above date. The meeting was called to order at 6:00 p.m. by Chairman Stewart. Pledge of Allegiance The Pledge of Allegiance to the Flag was led by Commissioner Carlos. Roll Call Present: Commissioners Hyland, Carlos and Sund; Vice -Chair Gregory and Chairman Stewart Absent: None Public Comments — Non Agendized Items Appearing to speak were: Viola Conner, Rita Trillo, Amanda Titus, Julian B. Duron, Jeff Shelton, Mike Ortiz and Carmen Ortiz. Consent Calendar Item It was moved by Commissioner Hyland, seconded by Commissioner Sund, and unanimously carried, to approve the Consent Calendar. 1) Minutes of the Regular meetings of January 18th and Februa 15 2017 — approved the minutes. Business Items 2) SB 821 - Bicycle and Pedestrian Facilities Program Senior Civil Engineer Dost provided the staff report and explained the application selection process and criteria to receive grant funds from the SB 821 Bicycle and Pedestrian Facilities Program. Engineer Dost responded to comments from the Commission and discussed other eligible locations of sidewalks and bicycle routes in need of improvements. Page 1 It was moved by Chair Stewart, seconded by Vice -Chair Gregory, and unanimously carried to approve the proposed eligible locations to improve certain sidewalks and bicycle facilities within the City of Lake Elsinore, with the additional locations to be recommended by Commissioners. The additional locations will be evaluated to determine eligibility and added to the list of projects in the application. 3) Traffic Engineer Update Senior Civil Engineer Dost gave staff report and provided an update of the left turn signal at Summerhill Drive; construction repairs of Temescal Canyon Bridge; locations of sidewalk project construction; and, responded to comments from Commission. It was moved by Vice -Chair Gregory, seconded by Commissioner Sund, and unanimously carried to receive and file the Traffic Engineer Update. Subcommittee Reports Vice -Chair Gregory reported that he visited the Animal Friends of the Valleys animal shelter and reported the facility was very clean; staff provided good customer service and provide a verity of service. He said the facility was operated efficiently. Commission Hyland reported speeding traffic near schools during afternoon hours when children are let out. Staff Comments Engineer Dost responded to previous comments from the Commission regarding the Alberhill channel, 602 Letter form is not available online and should be filed at the police station and the Alberhill channel is controlled by the Army Corps of Engineers. Commissioners' Comments Commissioner Sund reported drag racing behind the housing track where she lives and Mission Trail; commented on the homeless issue in the City and offered to help; and, reported a tree that has caused damage to the sidewalk and her driveway. Commissioner Gregory commented on an email regarding a First Aide CPR class certified by the American Heart Association and inquired when the training will take place. Commissioner Hyland expressed concern regarding homeless people that live in an area near the housing tract where she lives. Chair Stewart thanked the residents from the Butterfield Mobile Park for attending the meeting; commented on City and County boundaries and effect they have on identifying what jurisdiction homeless issues fall under; noted that Staff will research the private properties abutting the Butterfield Mobile Park; welcomed any ideas that are submitted to PSAC; reported there is more water in the lake and asked that concerns related to safety on the Lake be submitted to PSAC; and, thanked everyone for attended the - meeting and extended an invitation to attend the meetings. Page 2 Commissioner Hyland reported that she attends the Lakeland Village meetings and suggested working with the residents from Lakeland Village; and, announced the meeting are held on the first Tuesday of the month at Butterfield School at 6:00 p.m. Commissioner Sund announced the Reality Rally in Temecula on April 8th.
