Maintenance Contract Services
Recommendation
Approve and authorize the City Manager to execute Amendment No. 1 to the Agreement with
Excel Landscape for $276,000 for Citywide Landscape Maintenance Contractor Services.
Background
The City Council established the Citywide Landscaping and Street Lighting Maintenance District
("Citywide LLMD") in 1988, for maintaining those facilities in accordance with the Landscaping
and Lighting Act of 1972. The City contracts with Excel Landscape to perform much of the routine
maintenance and to perform special projects when requested. The City entered in to a contract
with Excel Landscape in June 26, 2016, to perform the recurring routine landscape maintenance
throughout the city. The original contract amount for this service was $748,791.
Discussion
Amendment No. 1 proposes one-time capital repair items to irrigation systems, fertilizer, seed,
regulators, controllers, tree planting, landscape repairs that were specifically excluded from the
original base contract items because the amount of work is unknown or they are commodities that
have fluctuating prices. Fertilizer and seed are commodities with prices that change seasonally,
and it is up to us (the city) to determine how often and at what rates to apply fertilizer, application
of the fertilizer is included in the base contract.
There have been many special projects that have already been completed or are underway that
are included in Amendment No.1 such as: planting of 150 replacement trees at Canyon Hills
Park, landscaping at the Senior Center, landscape repairs at various locations, planting of trees

at the La Laguna boat parking lot, repairs & replacement of irrigation controllers destroyed in
traffic accidents.
Also included in the amendment are additional services required for new or expanded facilities
such as: Rosetta Sports Park, Serenity Park, County Courthouse, and Yarborough Park.
In addition, we call on Excel to help with special events such as 4
th of July and Winterfest.
Fiscal Impact
This amendment provides an additional $276,000 for Landscape Contractor services with funding
from CFD 2009-1 for services, Citywide LLMD, LLMD No. 1 reserves balances, and FY2016-17
Capital Project funds.
