Recommendation
1) Receive and file the report.
2) Adopt the Riverside County Regional Homelessness Statement of Principles
Background
Homelessness has been an issue in the region for a long period of time with cities, counties and various groups working separately on the various issues applicable to this complicated
social issue. Mayor Magee requested an update be provided on the City’s actions regarding homelessness.
Discussion
Lake Elsinore Code Enforcement and Police Department have been conducting various clean-up efforts throughout the City and will present an update.
In addition, the County of Riverside is taking a regional approach to tackling the problem and is asking that all cities within the County adopt the Statement of Principles (Exhibit
A) and work together.
Fiscal Impact
Homelessness directly impacts the City in camp clean-up costs, code enforcement staff time, repairs at beaches and parks due to damage and cleanup of waste. In the last 12 months, the
City has spent approximately $125,000 on nuisance abatement efforts and a significant amount of staff time addressing on going issues within the community.
