The meeting was called to order at 6:00 p.m. by Chairman Stewart. Pledge of Allegiance The Pledge of Allegiance to the Flag was led by Commissioner Carlos. Roll Call Present:Commissioners Hyland,Carlos and Sund; Vice-Chair Gregory and Chairman Stewart Absent: None Public Comments – Non Agendized Items Appearing to speak were: Viola Conner, Rita Trillo, Amanda Titus, Julian B. Duron, Jeff Shelton, Mike Ortiz and Carmen Ortiz. Consent Calendar Item It was moved by Commissioner Hyland,seconded by Commissioner Sund,and unanimously carried, to approve the Consent Calendar. 1) Minutes of the Regular meetings of January 18th and February 15, 2017 – approved the minutes. Business Items 2) SB 821 - Bicycle and Pedestrian Facilities Program Senior Civil Engineer Dost provided the staff report and explained the application selection process and criteria to receive grant funds from the SB 821 Bicycle and Pedestrian Facilities Program. Engineer Dost responded to comments from the Commission and discussed other eligible locations of sidewalks and bicycle routes in need of improvements. Page 2 It was moved by Chair Stewart, seconded by Vice-Chair Gregory, and unanimously carried to approve the proposed eligible locations to improve certain sidewalks and bicycle facilities within the City of Lake Elsinore, with the additional locations to be recommended by Commissioners. The additional locations will be evaluated to determine eligibility and added to the list of projects in the application. 3) Traffic Engineer Update Senior Civil Engineer Dost gave staff report and provided an update of the left turn signal at Summerhill Drive; construction repairs of Temescal Canyon Bridge; locations of sidewalk project construction; and, responded to comments from Commission. It was moved by Vice-Chair Gregory, seconded by Commissioner Sund, and unanimously carried to receive and file the Traffic Engineer Update. Subcommittee Reports Vice-Chair Gregory reported that he visited the Animal Friends of the Valleys animal shelter and reported the facility was very clean; staff provided good customer service and provide a verity of service. He said the facility was operated efficiently. Commission Hyland reported speeding traffic near schools during afternoon hours when children are let out. Staff Comments Engineer Dost responded to previous comments from the Commission regarding the Alberhill channel, 602 Letter form is not available online and should be filed at the police station and the Alberhill channel is controlled by the Army Corps of Engineers. Commissioners’ Comments Commissioner Sund reported drag racing behind the housing track where she lives and Mission Trail; commented on the homeless issue in the City and offered to help; and, reported a tree that has caused damage to the sidewalk and her driveway. Commissioner Gregory commented on an email regarding a First Aide CPR class certified by the American Heart Association and inquired when the training will take place. Commissioner Hyland expressed concern regarding homeless people that live in an area near the housing tract where she lives. Chair Stewart thanked the residents from the Butterfield Mobile Park for attending the meeting; commented on City and County boundaries and effect they have on identifying what jurisdiction homeless issues fall under; noted that Staff will research the private properties abutting the Butterfield Mobile Park; welcomed any ideas that are submitted to PSAC; reported there is more water in the lake and asked that concerns related to safety on the Lake be submitted to PSAC; and, thanked everyone for attended the meeting and extended an invitation to attend the meetings. Page 3 Commissioner Hyland reported that she attends the Lakeland Village meetings and suggested working with the residents from Lakeland Village; and, announced the meeting are held on the first Tuesday of the month at Butterfield School at 6:00 p.m. Commissioner Sund announced the Reality Rally in Temecula on April 8th. Adjournment The meeting adjourned at 7:42 p.m. to the Regular meeting on Wednesday, April 19, 2017, in the Cultural Center located at 183 N. Discussion According to section 2.46.060 (G) of Ordinance No. 2013-1317, the Public Safety Advisory Commission is to provide a written report to the City Manager’s office on a quarterly basis to be forwarded to the City Council for review. Attached is a draft report prepared by City Staff. The report covers the Commission’s activities and actions from January through March 2017. In addition, the report includes upcoming issues or projects the Commission will assist within the coming months. The following Public Safety Advisory Commission Minutes are submitted for approval: Fiscal Impact None Exhibits A.Memo to City Council – 1st Quarter 2017 Report TO:Honorable Mayor and Members of the City Council FROM:Farid Dost, Senior Civil Engineer DATE:April 19, 2017 SUBJECT: Public Safety Advisory Commission Report – 1st Quarter 2017 The Public Safety Advisory Commission (PSAC) is pleased to present this summary of activities and actions for this quarter. This report covers the months of January, February, and January 2017. Listed below are the current members of the Commission: Jay Stewart, Chairman Stephen Gregory, Vice Chairman Chris Hyland, Commissioner Valerie Sund, Commissioner Jerry Carlos, Commissioner During the first quarter of 2017, the Commission held three regular meetings. Listed below are the presentations, the actions taken during the quarter, and future priorities. PRESENTATIONS: Certificate of Recognition – Elvira Shevliakova for Act of Bravery ACTIONS TAKEN: Traffic Engineer Updates (January): Commission was updated on Nichols Road and the installation of the delineators and Striping to deter motorist from making left turns. New Traffic Signal at Diamond Drive and Malaga Road, Mission Trail and Campbell Street, Diamond and Village Parkway. The Commission unanimously carried to receive and file the Traffic Engineer Update. Traffic Engineer Update (February): Commission was updated on Lakeshore Drive paving, Railroad Canyon Road Pothole repairs, Rosetta Canyon Bike Lanes and Pushbuttons. Commission unanimously carried to receive and file the Traffic Engineer Update. Temescal Canyon Bridge Repair (February): Commission was updated on the damage caused by the storm and vehicle accident on January 20th. The Commission unanimously carried to receive and file the Temescal Canyon Bridge Repair Update. Traffic Engineer Update (March): Commission was updated on the Summerhill Drive left turn Signal, Temescal Canyon Bridge, and the new sidewalk 2 construction as part of the CDBG & SB 821 grant. Commission unanimously carried to receive and file the Traffic Engineer Update. SB 821 FY 2017/18 (March): Commission was updated the SB 821 Bicycle and Pedestrian Facilities Program, and provided with information on certain sidewalk and bicycle facilities that will be included in this application. In addition, recommendations from Commissioners were received and will be included in the applications assuming they are eligible projects. Commission unanimously approved the proposed eligible locations to improve certain sidewalks and bicycle facilities within the City of Lake Elsinore. UPCOMING PRIORITIES: Review Healthy LE related ordinances. Joint Study Session with City Council. Review and amendments to Lake Elsinore Municipal Code regarding the new BMX track planned at Serenity Park. Review of parking restriction options for Main Street. Review Crime-Free Multi-Housing Program and hotel related ordinances. Review and examine ordinances related to special events. Ongoing traffic related safety needs and calming techniques. Distribute and promote a public safety-related community survey to gather input from the community. Lighting needs and plans in the City, including streetlight requests. Develop a Public Safety Recognition Program. Pedestrian routes, sidewalks, and bus stop improvements. Includes review of sidewalk survey. Actively promote the Commission as a place for the community to come to learn about public safety programs in and offered for our community.
