SUBJECT: Public Safety Advisory Commission Report – 1st Quarter 2017
The Public Safety Advisory Commission (PSAC) is pleased to present this summary of
activities and actions for this quarter. This report covers the months of January, February,
and January 2017. Listed below are the current members of the Commission:

Valerie Sund, Commissioner
Jerry Carlos, Commissioner
During the first quarter of 2017, the Commission held three regular meetings. Listed below
are the presentations, the actions taken during the quarter, and future priorities.
PRESENTATIONS:
Certificate of Recognition – Elvira Shevliakova for Act of Bravery
ACTIONS TAKEN:
Traffic Engineer Updates (January): Commission was updated on Nichols
Road and the installation of the delineators and Striping to deter motorist from
making left turns. New Traffic Signal at Diamond Drive and Malaga Road,
Mission Trail and Campbell Street, Diamond and Village Parkway. The
Commission unanimously carried to receive and file the Traffic Engineer Update.
Traffic Engineer Update (February): Commission was updated on Lakeshore
Drive paving, Railroad Canyon Road Pothole repairs, Rosetta Canyon Bike
Lanes and Pushbuttons. Commission unanimously carried to receive and file the
Traffic Engineer Update.
Temescal Canyon Bridge Repair (February): Commission was updated on the
damage caused by the storm and vehicle accident on January 20th. The
Commission unanimously carried to receive and file the Temescal Canyon
Bridge Repair Update.
Traffic Engineer Update (March): Commission was updated on the Summerhill
Drive left turn Signal, Temescal Canyon Bridge, and the new sidewalk

construction as part of the CDBG & SB 821 grant. Commission unanimously
carried to receive and file the Traffic Engineer Update.
SB 821 FY 2017/18 (March): Commission was updated the SB 821 Bicycle and
Pedestrian Facilities Program, and provided with information on certain sidewalk
and bicycle facilities that will be included in this application. In addition,
recommendations from Commissioners were received and will be included in the
applications assuming they are eligible projects. Commission unanimously
approved the proposed eligible locations to improve certain sidewalks and
bicycle facilities within the City of Lake Elsinore.
UPCOMING PRIORITIES:
Review Healthy LE related ordinances.
Joint Study Session with City Council.
Review and amendments to Lake Elsinore Municipal Code regarding the new BMX
track planned at Serenity Park.
Review of parking restriction options for Main Street.
Review Crime-Free Multi-Housing Program and hotel related ordinances.
Review and examine ordinances related to special events.
Ongoing traffic related safety needs and calming techniques.
Distribute and promote a public safety-related community survey to gather input
from the community.
Lighting needs and plans in the City, including streetlight requests.
Develop a Public Safety Recognition Program.
Pedestrian routes, sidewalks, and bus stop improvements. Includes review of
sidewalk survey.
Actively promote the Commission as a place for the community to come to learn
about public safety programs in and offered for our community.
