Domen, MMC, City Clerk Date:January 23, 2017 Subject:Election Consultant Services Recommendation Authorize the City Manager to execute the Professional Services Agreement with Martin & Chapman Co. for election services in the amount not to exceed $134,000.00; and appropriate funds. Background Per the California Elections Code, Section 1405 an election must be held no sooner than 88 days after the calling of the election and no later than 103 days after the calling of the election, unless when it is legally possible to consolidate with a regular or special election occurring wholly or partially within the same territory within 180 days. The 88 th day for holding the election is April 21st and the 103rd day is May 6th. There are no regular or special elections, occurring wholly or partially within the territory within 180 days, to consolidate with and therefore, a stand-alone election must be held. Located in Anaheim, Martin & Chapman Co. was established in 1956 and currently provides election supplies, services and consultation to over 400 cities, counties and associations in the states of California and Nevada. Discussion Election Services are a unique field where vendors generally provide only specific services. Martin & Chapman Co. provides combined services including print and supplies, training, election night services and invaluable election law guidance. (Exhibit B) Ensuring that the election is held in a fair and equitable manner in accordance with all laws and regulations as dictated by Federal and State election laws is the responsibility of the designated elections official. Hiring a consultant that will not only provide the supplies needed, but also the training for election workers, election night services and guidance through the election laws is invaluable to ensuring the integrity and smooth running of the election. Fiscal Impact Based on the estimate provided the cost of services will not exceed $134,000.00, these funds were not budgeted this fiscal year and should be appropriated from a funding source determined by the Director of Administrative Services.
