HomeMy WebLinkAboutItem # 6 CDBG SB821 - SRPage 1 of 2 REPORT TO CITY COUNCIL To:Honorable Mayor and Members of the City Council From:Grant Yates, City Manager Prepared by: Nicole McCalmont Date:January 10, 2017 Subject:Public Works Construction Contract Award for CDBG/SB 821 Sidewalk Improvements CIP Project No. Z10010 & Z10041 Recommendation 1.Award the Public Works Construction Agreement for the CDBG/SB 821 Sidewalk Improvement Project to Black Rock Construction. 2.Authorize the City Manager to execute the Agreement in the amount of $324,725 to Black Rock Construction, in substantially the form attached and in such final form as approved by the City Attorney. 3.Authorize the City Manager to execute change orders not to exceed the 15% contingency amount of $48,708.75. 4.Authorize the City Engineer to record the Notice of Completion once it is determined the work is complete and the improvements are accepted into the City maintained roadway network. Background In October 2014 the City entered into a supplemental agreement with the County of Riverside, for the use of Community Development Block Grant (CDBG) funds. Included in this agreement was a curb, gutter, and sidewalk improvement project along portions of Sumner Street, Townsend Street, and Silver Street. In April 2015 the City was awarded, a Bicycle and Pedestrian Facilities (SB 821) Grant. This project also constructs new curb, gutter, and sidewalk along portions of Sumner Street, Heald Avenue and Campus Way. Due to the similarities in the project, as well as to take advantage of the economies of scale, it was decided to merge these two projects into one. In March of 2016, the City awarded the design for the CDBG/SB 821 Sidewalk Improvement project to Michael Baker International. The project was advertised in early November 2016. Page 2 of 2 Discussion Contractor bids were opened publicly on December 7, 2016, at 2:00 p.m. The City received twelve (12) bids from qualified contractors. However out of the twelve bids, only four (4) were deemed responsive, eight of the bids submitted failed to include the required Federal Bid Documents as specified in the proposal. The lowest bid submitted by LC Paving, failed to include the required Federal Bid Documents, therefore; Staff recommends the selection of the second lowest bidder.
