Background
In October 2014 the City entered into a supplemental agreement with the County of Riverside,
for the use of Community Development Block Grant (CDBG) funds. Included in this agreement
was a curb, gutter, and sidewalk improvement project along portions of Sumner Street,
Townsend Street, and Silver Street.
In April 2015 the City was awarded, a Bicycle and Pedestrian Facilities (SB 821) Grant. This
project also constructs new curb, gutter, and sidewalk along portions of Sumner Street, Heald
Avenue and Campus Way. Due to the similarities in the project, as well as to take advantage of
the economies of scale, it was decided to merge these two projects into one.
In March of 2016, the City awarded the design for the CDBG/SB 821 Sidewalk Improvement
project to Michael Baker International. The project was advertised in early November 2016.
