Alberhil village initiative

When you speak at the meeting tonight, please let everyone know that my wife and I will be voting "NO" in
regards to the Alberhill Villages proposal. We have many concerns regarding the building of approximately
8,244 homes in this area.
* The existing freeway system that is in place cannot handle all of the new traffic and congestion that
approximately 16,500 more drivers (based on approximately 2 people per home) would cause. At this rate the
I-15 FWY would become like the freeways in the Los Angeles area!
* The existing road infrastructure that we have cannot handle the amount of people we have living in the
city now without adding another 16,500 cars to it. Specifically I am referring to Lake St., Nichols Rd.,
Riverside Drive, Collier etc. In an emergency people would not even be able to evacuate safely should the need
arise.
* Imagine the pollution that all of these extra cars will bring! Pretty soon we'll have smog here just like
they do in the LA area.
* The construction of all of these homes will mean more large trucks on the road with building materials,
more heavy equipment being transported to/from job sites not to mention the fumes and noise pollution that
these heavy equipment produce. Our freeways and roads will get destroyed with all of these additional large
trucks on the road.
* Our schools are currently overloaded and that will only get infinitely worse and existing residents should
NOT have to pay for the building and funding of new schools.
* We don't want the City to lose their ability to make decisions on this project for the next 30 years, we
need to keep that ability in the City's hands because they know what we need and they care about our
needs. The City needs to maintain its ability to decide what type of businesses come into our city and what type
of homes/apartments are being built.
* We do not want any more taxes being levied or any out of pocket costs, our economy is strained enough
as it is.
* We do not want our tax money to go towards on-going lawsuits and litigation that will likely arise as this
project as it moves forward.
* I do not feel that we should do business with a developer that lacks integrity, I have heard that they have
received multiple violation letters and fines from government agencies regarding their properties that involve
water, fish and wildlife, AQMD and endangered species. They do not care about our city and its environs they
are only concerned with coming in, making money and moving on to the next city.
* I have heard that Castle and Cook has sold off pieces of their properties in Lake Elsinore to other
developers so there is no guarantee that Castle and Cook will even be doing the construction and who knows if
the projects will even be built as proposed!
* I have also heard that the City will be responsible for building and maintaining the proposed 42 million
dollar park and that if it is not built within 5 years the land goes back to Castle & Cook to build more
houses .... are you serious?
We moved to Lake Elsinore 13 years ago to get away from the noise, traffic, crime and congestion of the LA
area and to raise our kids in a more relaxed environment where they could breathe fresh air at this rate living in
Lake Elsinore is going to be like living back in LA! !

Lake Elsinore December 13 2016 City Council Meeting RE ALBERHILL VILLAGES INITATIVE
Dear Friends and City Council:
Note: Please post the following on Nextdoor Alberhil and all 7 neighborhoods if you want or in any social
media groups you may belong to. If you can't attend please REPLY TO ALL ( which includes the City
Council) with this email and let the council know that you are against Alberhill Villages
Initiative.
TIME: 7:00 p.m., December 13, 2017

Lake Elsinore, CA 92530
This is our opinion and what we believe:
Please attend the upcoming City Council meeting this Tuesday night at 7:00 p.m. to voice your opinion
regarding Castle & Cooke's Alberhill Villages Initiative. We believe and it's our opinion Castle & Cooke will
have a crowd and we are hoping we can get a crowd who oppose the initiative to attend as well. We people in
Alberhill Ranch CFD Area A are carrying the weight financially for Castle & Cooke's project here in Alberhill
Ranch. Reminder Area's B and C are not paying CFD's like Area A, they are paying approximately $84.00 per
year in CFD's compared to our thousands in CFD's. If the Alberhill Villages Initiative passes our taxes will go up
even higher (along with the rest of the city) and it will likely service bankrupt the city., no city oversight, NO
CEQA, etc. etc. The other thing is with the initative Castle & Cooke doesn't have to build if they don't want to,
and that must be why they are attempting to sell all their properties in Lake Elsinore. In our opinion they could
sell the mining operation to say a Vulcan or Granite mining operation and mine forever, like they have done at
their Nichols Mine on Nichols Road and the 15 freeway. Remember they were suppose to have built a
shopping center with restaurants at that location and if they had done what was promised it would be open
now.
We don't even have the elementary school they promised so many years
ago, we believe it's more empty promises and we are against the
Alberhill Villages Initiative.
22) Alberhill Villages Specific Plan (AVSP) Initiative Special Election
Recommendation: 1) adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE
ELSINORE, CALIFORNIA, ACCEPTING THE CERTIFICATION OF THE RIVERSIDE
COUNTY REGISTRAR OF VOTERS AS TO THE SUFFICIENCY OF THE INITIATIVE
PETITION ENTITLED INITIATIVE MEASURE REVISING THE ALBERHILL VILLAGES
SPECIFIC PLAN GOVERNING THE FUTURE DEVELOPMENT OF APPROXIMATELY
1,400 ACRES LOCATED IN NORTHWEST LAKE ELSINORE, SOUTH OF
INTERSTATE 15 AND WEST OF LAKE STREET; and,
2) Either:
(a) adopt the Ordinance (Exhibit B) in its entirety, without alteration; or,
(b) adopt Resolutions (Exhibit C) calling a Special Election, Setting priorities for Written
Arguments and Providing for the filing of Rebuttal Arguments; or,
(c) order a report, providing direction to Staff as to the areas to be evaluated and
appropriate funding in an amount not to exceed $30,000 as recommended by the City

Dear Mayor Tisdale and Council:
The following is OUR OPINIONS AND WHAT WE BELIEVE. We are joining the many voices in opposition
of Castle & Cooke's Alberhill Villages Initiative and are asking you to place it on a special ballot so WE can vote
NO on the project. We are against this project for many reasons to numerous to mention in the allotted
time so here are a few:
1. The first being no CEQA oversight by anyone but the developer/builder we would compare it to the fox
guarding the henhouse. The developer/builder has received multiple violation letters and fines from
government agencies local, state and federal regarding their properties including water, fish and
wildlife, AQMD, endangered species, etc. etc.
2. The project will add huge taxes to all the homeowners and businesses in Lake Elsinore.
3. We have heard the developer/builder Castle & Cooke is actively looking for a buyer of all their
properties in Lake Elsinore which leads me to believe the Alberhill Villages project will not be built as
Castle & Cooke has outlined.
4. Lake Street is one of the busiest road in the north end of town and this needs to be completed at the
beginning of the Alberhill Villages Project. The city wants this done but Castle & Cooke has decided it
does not have to be done until they complete 1200 houses which will not happen for at least another
10 to 15 years (if ever completed).
5. Temescal Canyon Road and the 15 Freeway can not handle the traffic which the Alberhill Villages will
generate if it does get built.
6. They are asking that people live 300 feet from an active mining site, we live approximately 2200 feet
from their Pacific Aggregates and are woken constantly from all the noise.
7. SMARA says you must reclaim all the mining property at once if it is to remain VESTED. If Castle &
Cooke decides to reclaim part of the property the CITY of Lake Elsinore as the lead agency MUST cancel
the vested rights and issue a Surface Mining Permit (SMP) to the mining operators. Under the SMP
the city can then decide if they want to renew the SMP yearly or cancel all the mining on the
property. Plus, I understand the mining operation is not truly vested at this time, they -gave up their
vested rights in 1985 when they installed a seven million dollar kiln which was an intensification.
8. We believe the developer would be responsible for all the public services, I believe as well as other this
project will service bankrupt the City of Lake Elsinore.
9. The proposed park is costly and the City should not be responsible for building the park which Castle &
Cooke designed 25 million dollars and if it's not completed by the City in 5 years the land is given back
to Castle & Cooke!@
10. There is no guarantee per the initiative this project will ever be built.
11. Our road in the north end of town are being destroyed by their mining trucks, etc and we the taxpayers
are footing the bill.
12. Castle & Cooke is not paying their fair share especially when it comes to TUMF fees,
13. Tom Tomlinson told us in September at a developer meeting C&C will not be building Alberhill Ridge
because it's to expensive to reclaim the land. What is to guarantee they will not do the same at their
Alberhill Villages Project site, per their initiative nothing guarantees they will build or reclaim the
land. They can act as if they are mining forever and not have to reclaim the land.
This is just some of what I oppose with this project. We would like the City Council to ask staff to create a
report which can be shared with not only the council but all registered Lake Elsinore voters so everyone is
aware of how bad Alberhill Villages Initiative is for the people of Lake Elsinore. The project which the City
approved June 14, 2016 is a good quality project and we support the City. We do not support Castle &
Cooke's Alberhill Villages Initiative!

Dear Council Members,
My husband & I live in the Canyon Hills neighborhood of Lake Elsinore and are supporters of the ABERHILL PROJECT.
We are unable to attend the December 13 council meeting to voice our wishes that this project get rolling. We look
forward to the higher end retail shops and fine dining restaurant plans presented. Additionally, we believe there is a good
balance in this project for parks & recreational activities. We understand more homes will be built in the later phases of the
project, BUT the benefits of the beginning phases outweigh what some consider the downsides.
From December 12'" to the 21st we will be hosting a family from Sweden. During their visit we will be spending time in
Menifee, Murrieta and Temecula! THAT IS SAD TO US!!! We want to be proud of our town and spend our money in Lake
Elsinore, BUT sadly there is nothing here compared to the other areas. The people in our community are awesome, but
the retail and restaurant options are weak to say the least. We are overrun with fast food, low end retail, empty retail
spaces and Golden Corral isn't what we would consider fine dining.
