Subject:Rosetta Canyon Sports Park Policies and Fees
Recommendation
Approve and adopt an official policy to establish a set of fees for charges that are fair and equitable
for the use of facilities and equipment for the Rosetta Canyon Sports Park Facility and other park
fields.
Background
In the fall of 2014, the staff overseeing the allocation of fields operated by the City of Lake Elsinore
began meeting with local youth and adult groups to review and assign fields for the 2015 spring
season (January –June 2015).At that same time,staff commenced review of the City’s Field
Allocation Policy with the aim to develop a fair and equitable way to assign fields that will meet
the needs of Lake Elsinore residents and other groups who request fields and adopted a policy
at that time. Since that time, the policy has been working well with the users of the facilities.
Since this is a living document, it has the ability to be the guiding document for field allocation
while maintaining the versatility to input changes as necessary based on addition of fields, fees,
and other factors.This policy for Rosetta Canyon Sports Park is to address the specific difference
between other City sports park facilities and Rosetta Canyon.
FISCAL IMPACT
There is no identified fiscal impact at this time. With the implementation of this policy the City of
Lake Elsinore will have the ability to collect user specific fees to offset the costs of staffing and
maintenance of the City’s sports parks.
