Subject:Public Works Construction Contract Award for Gunnerson Rehabilitation
CIP Project No. 4530 Federal-Aid No. STPL 5074 (017)
Recommendation
1.Award the Public Works Construction Agreement for the Gunnerson Rehabilitation
Project to R.J. Noble Company.
2.Authorize the City Manager to execute the Agreement in the amount of $524,955.80 to
R.J. Noble Company, in substantially the form attached and in such final form as approved by
the City Attorney.
3.Authorize the City Manager to execute change orders not to exceed the 15%
contingency amount of $78,743.37.
4.Authorize the City Engineer to record the Notice of Completion once it is determined the
work is complete and the improvements are accepted into the City maintained roadway network.
Background
This project consists of the rehabilitation of Gunnerson Street from Lakeshore Drive to
SR74/Riverside Drive. The method of repair includes, but is not limited to, cold milling the
existing asphalt pavement to variable depths and repaving with an asphalt overlay. The project
will also include minor storm drain improvements. Signing and striping per Caltrans standards
and specifications. Adjustment of water and gas valves to grade, raising manhole covers to
grade and other ancillary improvements relative to a removal and reconstruct pavement overlay
project.

Discussion
Contractor bids were opened publicly on November 9, 2016, at 2:00 p.m. The City received five
(5) bids from qualified contractors. The bid results are summarized below:

Fiscal Impact
Funding for this project has been allocated under the City’s adopted CIP. The funding sources
will be T.R.I.P. Funds, Measure A funds, Gas Tax and STPL Grant Funds.
