REPORT TO CITY COUNCIL
To:Honorable Mayor and Members of the City Council
From:Grant Yates, City Manager
Prepared by:Jason Simpson, Assistant City Manager
Date:August 23, 2016
Subject:City Acceptance of Real Property Conveyed by the County of Riverside
Recommendations
Accept the County of Riverside’s conveyance of real property noted in County Resolution 2016-
086 (APN 374-252-002) and approve the City Manager to execute a Certificate of Acceptance
pursuant to authority conferred by Resolution No. 99-17 of the City Council adopted on March 23,
1999.
Background and Discussion
The County of Riverside on June 9, 2016 approved Resolution No. 2016-086 which authorized
the conveyance of real property through quitclaim deed (APN 374-252-002) located in the City of
Lake Elsinore to the City of Lake Elsinore. The project was found to be exempt from California
Environmental Quality Act (CEQA) pursuant to CEQA guidelines Section 15301, Existing
Facilities.
Under a reversionary clause from a January 7, 1963 grant deed conveyance from the City of Lake
Elsinore to the County of Riverside, the County is to transfer back the City free and clear of any
claim if they stop using the property for County government purposes. The property was
previously used by the County as a Sheriff Station. A new sheriff station was built across the
street so the property is no longer in use by the County.
Fiscal Impact
There is no cost to the City for acceptance of the conveyance of real property from the County of
Riverside. However, staff has obtained approximately $259,000 in funding toward rehabilitation
of the site and buildings. This allocation includes a generous contribution from Supervisor Kevin
Jeffries towards the project.
