HomeMy WebLinkAbout0003_1_Maples Successor Agreement SR FINALREPORT TO SUCCESSOR AGENCY OF THE REDEVELOPMENT AGENCY OF THE CITY OF LAKE ELSINORE To:Honorable Chair Tisdale and Members of the Successor Agency From:Grant Yates, Executive Director Prepared by:Jason Simpson, Director of Administrative Services Date: June 28, 2016 Subject:Approve and authorize the Executive Director to execute an On-Call Contractor Services Agreement between the Successor Agency of the Redevelopment Agency of the City of Lake Elsinore and Maples and Associates for Contractor Repair and Rehabilitation Services Recommendation Approve and authorize the Executive Director to execute an on-call contractor services agreement between the Successor Agency of the Redevelopment Agency of the City of Lake Elsinore and Maples and Associates. Background Staff initiated a Request for Proposal (RFP) on February 20, 2015, for on-call contractor services for the City. Maples and Associates responded providing the required information and following an interview process was selected as one of three on-call contractors. On April 15, 2015, an interim on-call agreement was executed between Maples and Associates and the City of Lake Elsinore. Due to the requirements of the Dissolution Act, the Successor Agency is required to “forecast” the need for repairs and rehabilitation to Successor Agency assets. At this time, it has been determined a longer term, on-call contractor services agreement between the Maples and Associates and the Successor Agency would facilitate the maintenance of these Successor Agency’s assets. Discussion Maintenance of Diamond Stadium presents a significant Successor Agency obligation. Imperative repair and damage mitigation issues were identified shortly before the 2016 baseball season opening game. This resulted in a rapid and intense effort to ready the Stadium for the opening season game. Maples and Associates were called on to perform much of this emergency repair work in a very short timeline. This work included the following: o Damages from rodent infestation of attic and crawl spaces o Pressure and sanitization cleaning of all food handling areas and private suites On-Call Contractor Services Agreement June 28, 2016 Page2 o Resurfacing of unsafe walking areas in the concourse o Replacement of ceiling tile failures in the Diamond Club, Players Club House and food handling areas due to rodent infestation. o Fortifying roof and building exterior perimeter penetrations o Cleaning and wall painting several internal areas The utility of having a qualified, on-call contractor services agreement cannot be overstated. The on-call contractor services contract is not intended to be a substitute for following mandated public bidding procedures as required by the California Public Contract Contracts. Instead, the on-call services are utilized for smaller, discrete projects or when a true emergency exists. Fiscal Impact Funds in the amount of $382,600 are included in the Fiscal Year 15/16 – 19/20 budget. The contract amount herein is fully funded with ROP funding.
