Subject:Award Public Works’ Construction Agreement to Wheeler Paving Inc for the
Masonry Walls and Footers (Proposal Set “L”) at Rosetta Canyon Sports Park
Phase II Project (CIP PROJECT #Z40004).
Recommendations
1.Award a Public Works’ Construction Agreement to Wheeler Paving Inc. for the
Masonry Walls and Footers (Proposal Set “L”) at Rosetta Canyon Sports Park
Phase II Project (CIP PROJECT #Z40004).
2.Approve and authorize the City Manager to execute the Agreement in the not to
exceed amount of $228,400.00 with Wheeler Paving Inc. in the form attached and
in such final form as approved by the City Attorney.
Background
On May 6, 2016, staff initialed and advertised a Request for Proposal (RFP) for the Masonry Walls
and Footers (Proposal Set “L”) at Rosetta Canyon Sports Park Phase II Project (CIP PROJECT
#Z40004). The Proposal Set “L”submittal deadline was June 9, 2016, at 9:00A.M.
Two proposals were received on or before the deadline. The low bid contractor (Wheeler Paving
Inc.)was interviewed and determine responsive and complete and the proposal amount is within
the anticipated cost estimate for the scope of work.
Discussion
The purpose of this proposal is to seek competitive pricing for the Masonry Walls and Footers
(Proposal Set “L”) at Rosetta Canyon Sports Park Phase II Project (CIP PROJECT #Z40004).
This work will satisfy the wall retention areas for the five ball fields forming the elevated center or
star area containing the restrooms and concession building with second story patio and the five
ball field dugouts.The overall essentials in this scope of work are summarized below as general
requirements:

Following the approval of this agenda item work will immediately begin on the Masonry Walls
and Footers at Rosetta Canyon Sports Park. Staff has reviewed and verified the contractor has
a valid license and a review of the contractor’s references and pervious work reflect no issues
with the quality and performance of their work.
Fiscal Impact
Rosetta Canyon Sports Park Phase II Project is included in the Fiscal Year 15/16 – 19/20
Capital Improvement Plan (CIP) budget
