HomeMy WebLinkAbout0015_1_SR - Cooperative Fire Services AgreementREPORT TO CITY COUNCIL To:Honorable Mayor and Members of the City Council From:Grant Yates, City Manager Prepared by:Jason Simpson, Director of Administrative Services Date:May 31, 2016 Subject:Approve Cooperative Agreement to Provide Fire Protection, Fire Prevention, Rescue and Medical Emergency Services for the City of Lake Elsinore Recommendation Approve the Cooperative Agreement with the County of Riverside to provide Fire Protection, Fire Prevention, Rescue and Medical Emergency Services for the City Of Lake Elsinore through June 30, 2018, subject to County Counsel approval. Background The City contracts with the County that has a cooperative agreement with the California Department of Forestry and Fire Protection to provide fire services. The contract provides the City four fire stations, thirty-four full-time fire personnel, firefighting and suppression apparatus, two full-time personnel, fire prevention, and participation in the regional fire protection system. On December 4, 2012, the County Board of Supervisors approved two agreements: 1) a Cooperative Agreement To Provide Fire Protection, Fire Prevention, Rescue And Medical Emergency Services For The City Of Lake Elsinore (Fiscal Year 2012/13 Through 2015/16), and 2) an Implementation Agreement Between The City Of Lake Elsinore And The County Of Riverside To Share The Cost Of A Quint Fire Truck. The Cooperative Agreement provided the City of Lake Elsinore with a full range of fire protection, fire prevention, disaster preparedness and rescue and medical emergency services. In addition to the general terms and conditions of these citywide services, the Cooperative Agreement also committed the County to contribute toward the staffing and initial outfitting of Station #97. The Implementation Agreement committed the County to contribute $300,000 toward the purchase of the Quint Fire Truck. Cooperative Agreement for Fire Services May 10, 2016 Page 2 Together these Agreements provide for participation by the City and County to accomplish the opening of Station #97 in July 2013 and the immediate purchase of the Quint Fire Truck to be equipped and put into service at Station #97 in July 2014. Discussion The City has contracted with the County of Riverside for fire services. The existing cooperative agreement expires June 30, 2016. The term of the proposed agreement will be from July 1, 2016 to June 30, 2018 and it maintains all contracted services from the existing agreement. Staff added a clause to allow for an additional year through June 30, 2019 based upon negotiations of cost sharing. The Cooperative Agreement provides for the County, through its Cooperative Fire Programs with Cal Fire, to provide the City of Lake Elsinore with a full range of fire protection, fire prevention, disaster preparedness and rescue and medical emergency services. When the Quint Fire Truck was placed in service, the County has agreed to fund three Fire Captain positions. The City will fund three Engineers, three Firefighter IIs and three Medic Firefighter IIs. The County share will be $635,235 annually and the City’s annual share will be $1,560,843. Formalization of this agreement is required every two years to appropriately renew the required contract. The County has provided the City with a schedule of contract staffing costs (Exhibit "A") to the Fire Protection Agreement for City Council approval, which reflects the estimated service costs for Fiscal Year 2016/17 through Fiscal Year 2018/19. Fiscal Impact This agreement costs approximately $7,799,169 annually, however, the cost is offset by an annual fire tax credit of approximately $2,288,085. The sources of revenue for the fire tax credit are property taxes on parcel within the City and Redevelopment Pass-Through revenue. While Redevelopment has been dissolved in California, the State continues to permit Redevelopment Pass-Through agreements and the revenue will fund this service.
