SUBJECT:Resolution Accepting Funds from the Mebo Project Development
Regional Center to expand the July 4th Fireworks Spectacular
Recommendation
Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA ACCEPTING FUNDS FROM MEBO PROJECT DEVELOPMENT
REGIONAL CENTER TO EXPAND THE JULY 4TH FIREWORKS SPECTACULAR
Background
The City of Lake Elsinore offers a July 4th Fireworks Spectacular through Pyro
Spectacular from the T Peninsula on the south side of the Lake. The program is
scheduled for 18-20 minutes and is synced to music in addition to being synced to
fireworks for surrounding municipalities. For the 2016 Show the City was approached by
the Mebo Project Development Regional Center (Mebo) to expand the fireworks by
approximately 10 minutes and the organization will donate $15,000 towards the extension
of the show.
Discussion
Staff was contacted by Brian Lam, Mebo representative, to discuss extension of the
fireworks show to honor the passing of Mebo founder Dr. Rongxiang Xu in Spring of 2015.
In 2013, the Mebo group also sponsored the extension of the July 4th Spectacular in honor
of a birth in the organization’s family members.
Staff from Mebo and the City worked directly with fireworks company Pryo Spectacular to
extend the presentation by ten minutes, which will not be synced to music and will be the
only sanctioned fireworks over Lake Elsinore.

Fiscal Impact
Additional $15,000 expense to extend the pyrotechnic show will be donated by Mebo and
other expenses are calculated into existing costs for the City function.
