EXHIBIT "A" SCOPE OF WORK
Road Bridge Benefit District Scope of Services
• Establish road bridge benefit district boundary.
• Obtain and review conditions of approval of projects within the district boundary.
• Obtain and review traffic impact studies of projects within the district boundary.
• Field review and collect inventory of existing roadway network.
• Prepare a base map showing existing lanes and future lanes need per General Plan.
• Prepare cost estimate for the General Plan Roadways including Interchanges using TUMF Unit Cost
Estimates.
• Identify TUMF reimbursable facilities within the district. Prepare cost estimate of TUMF improvements.
• Identify DIF improvements within the district. Prepare cost estimate of DIF improvements.
• Identify priority and regionally significant projects within the District.
• Estimate area of vacant land by General Plan land use within the district. Assume floor area ratio for
the commercial, office, and industrial land uses.
• Estimate TUMF and DIF obligation for proposed projects and the vacant land.
• Determine additional cost for the improvements with current TUMF and DIF rate for the participant
projects and undeveloped land. Determine preliminary fair share for the additional cost.
• Identify Funding for priority and regionally significant projects.
• Present draft Feasibility report to the City and participative projects.
• Finalized the report per City staff's comments.

EXHIBIT "B" COMPENSATION FOR SERVICES
We propose to be compensated a fixed fee for services performed according to the scope of services
included as Exhibit A and outlined as follows:
Proposed Fee Schedule
For the services performed related to the projects which are not listed herein, compensation shall be
at the hourly rates set forth on Attachment A, together with reimbursement, at cost, for incidental
expenses incurred in connection with such services, together with reimbursement for outside services
at cost plus 15%.
