RE: Proposal to Provide On Call Traffic Engineering Service for Fiscal Year 2015-
16
Dear Jason:
Albert A. Webb Associates (WEBB) processed the task order for on-call
engineering services for months of July to December previously. WEBB is now
submitting this proposal to provide on-call traffic engineering services for January
to June of fiscal year 2015-16.
Exhibit "A" contains our proposed scope of work. Exhibit "B" contains a summary
of our fee proposal for services described in Exhibit "A". We appreciate the
opportunity to be of service and look forward to hearing from you. In the

Exhibit "A" - Scope of Work
Task A - On-call Traffic Engineering Services (Funding Source: General Fund)
WEBB will provide on-call consultant traffic engineering scope of services as follows:
1. Receive citizen's request regarding traffic issues.
2. Process service requests including field reviews, research, analysis, and correspondence
with requestors.
3. Respond to public requests for information regarding the projects and attend community
outreach meetings as required.
4. Field review traffic circulation around schools. Perform analysis and provide
recommendations.
5. Prepare staff report for the Public Safety Advisory Commission (PSAC) meetings. Attend
PSAC meetings.
6. As a City Traffic Engineer, advise the City regarding traffic related matters.
7. Attend staff meetings and provide update to the City Manager and Public Works Director.
8. Present reports and provide recommendations to the Planning Commission and City
Council.
9. Obtain and research crash data for last five years. Identify high crash data intersections
and roadway segments. Review crash data and select high priority intersections and
roadway segments. Apply for grants and schedule it for the upcoming year Capital
Improvement Program.
10. Research for grant opportunities. Apply for HSIP and ATP grants.
11. Provide coordination with the County of Riverside, RCTC, WRCOG, Caltrans, adjacent
Cities, and law enforcement agencies.
12. Develop traffic standards for signal equipment and signing & striping to promote
consistency and uniformity citywide.
13. Review/design traffic control plans for special events.

Task B - On-call Traffic Engineering Services (Funding Source: Traffic Signal Operations Line Item)
WEBB will provide on-call consultant traffic engineering scope of services as follows:
14. Oversee traffic operation (signal operation and maintenance, signing & striping and
markings).
15. Signal coordination on Canyon Hills - for school arrival and dismissal.
16. Survey status of all signal pre-emption equipment and get repaired.
17. Verify that all Fire Stations have advance pre-emption switch to stop all traffic when
exiting.
18. Determine if AMR has emitters to take advantage of pre-emption equipment, in lieu of
driving on wrong side of road.
19. Research possible grants for updating citywide all pedestrian heads to standard
countdown heads, and APS push buttons for ADA.
20. Follow-up with Caltrans to repair street lights not working at night on state highway in Lake
Elsinore.
21. Follow-up with SCE on street light outages citywide and possible pole removals next to
signals.
22. Follow-up on night survey to replace faded reflective markers along key corridors.
23. Conduct nighttime reflective survey of all critical signs ( stops and warning signs ), schedule
replacement of those below standards.
24. Field review all signals for proper operation, congestion, quick fixes to streamline traffic
(am, pm, mid-day, school peak hours).
25. Review all long corridors for possible signal coordination and missing interconnect.
Task C - On-call Traffic Engineering Services (Funding Source: Development Accounts, Capital
Improvement Project Line Items)
WEBB will provide on-call consultant traffic engineering scope of services as follows:
1. Review traffic impact studies and prepare conditions of approval for the development
projects.
2. Prepare and/or review fair share obligation for the development projects (including Wal-
Mart).
3. Attend Planning Commissions and City Council Meetings for Development Projects.
4. Review traffic control plans for work within the City right of way and provide assistance

with the Encroachment Permit.
5. Check and revise traffic signal and traffic signal system timing plans.
6. Oversee City's long range Transportation Model. Maintain or coordinate with consultant to
maintain and update the Transportation Model.
7. Perform field survey, provide utility research, provide coordination with utility companies for
relocation, provide coordination with SCE for traffic signal service connection, and prepare
traffic signal and other transportation related projects.
8. Prepare traffic signal design, signal timing sheets, coordination of signal timing, and traffic
signal operation troubleshooting.
9. Provide construction support services on City Projects.
10. Install radios/antennas for all signals along Railroad Canyon to interconnect them for
synchronization.
11. Prepare new signal timing for all Mission Trail signals.
12. Review TIF program and prioritize the improvements and corridors to focus on.
13. Central / Dexter - review accident history and develop signal modification plans for LT
phasing.
14. Diamond / Casino - review accident history and develop signal modification plans for LT
phasing.
15. Lincoln / Machado - review accident history and develop signal modification plans for LT
phasing.
16. Grand / Riverside - design signal plans and then work with Caltrans to obtain
encroachment permits.
17. Identify and replace non-standard 8 inch signal heads in upcoming CIP budget w/ standard
12 inch indications.
18. Review Street Name Sign Replacement program and assist with prioritizing corridors.
19. Review Caltrans comments for encroachment permit for new Illuminated Street Name
Signs along Hwy. 74
20. Drive Terra Cotta: Lakeshore to Nichols for traffic improvements to include with new
pavement plans.
21. Review lane configurations for Camino Del Norte, La Strada, Bake, and Pierce ( 2nd outlet
for Tuscany Hills).
22. Traffic study for classification reduction on Camino Del Norte.

23. Striping plan for Grand e/o Ortega.
24. Restripe Machado s/o Lakeshore for LT access.
25. Develop Master Signal Communication Plan.
26. Inventory and develop Master Bike Trails, Lanes and Walking Paths Plan.
27. 3rd Lane EB design on RR Cyn e/o Summerhill.
28. Meeting w/Caltrans on 3rd Lane e/o 1-15 SB/Diamond, triple LT off SB 1-15, city control of
all signals.
29. Assist with relinquishment of Hwy 74 from Caltrans to City.
30. Implement Neighborhood Traffic Management Program citywide, and on website.
31. Prioritize DIF infrastructure based on immediate traffic needs.
32. Set up mini traffic management center in the City Hall for monitoring key intersections.
