YATES, CITY MANAGER DATE: March 22, 2016 SUBJECT: APPROVE AND AUTHORIZE THE CITY MANAGER TO EXECUTE A PUBLIC WORKS CONSTRUCTION AGREEMENT BETWEEN ENDRESEN DEVELOPMENT, LLC AND THE CITY OF LAKE ELSINORE. Recommendation 1. Award a Public Works’ Construction Agreement to Endresen Development, LLC. for the Yarborough Park Synthetic Turf Sports Field (CIP PROJECT #Z40002). 2. Approve and authorize the City Manager to execute the Agreement in the amount of $89,090.00 with Endresen Development, LLC. in the form attached and in such final form as approved by the City Attorney. 3. Authorize the City Manager to execute change orders not to exceed the 10% contingency amount of $8,909.00 for contract adjustments. Background On December 9, 2014 the City Council approved a State of California Grant award to improve various recreational facilities in the City Lake Elsinore. The Housing Related Parks Program Grant administered through the California Department of Housing and Community Development awarded local governments that approve affordable housing for lower- income household and are in compliance with State housing element law with grant funds to create or rehabilitate parks. Discussion   This agreement will facilitate the purchase and installation of a synthetic turf sports field (65’ X 120’) at Yarborough Park. The synthetic turf sports field will be built on 3 inches of compacted road base and consist of an 80oz face wait turf with a natural cooling characteristic of maintaining a surface temperature of no more the 5 degrees over the ambient air temperature. The turf infill will be of a natural granular non rubberize material similar to a grainy sand. The outside perimeter of the synthetic turf sports field will be boarded by a 5 foot DG base and a 4 inch concrete board. Endresen Development, LLC is a City approved on call contractor and has provided a very competitive proposal satisfying all the requirements of the sports field plan in accordance with the California Housing Related Parks Program Grant. Although Endresen Development, LLC is an approved City on-call contractor, Staff pursued an additional quote from another reputable contractor. This quote was significantly higher at $123,000.00. Upon approval of this agenda item and contract execution, work will begin immediately in order to satisfy the Parks Program Grant funding draw-down deadline of April 30, 2016 and the project completion and expenditure deadline of June 30, 2016. Fiscal Impact Sufficient budget is contained in the current Capital Improvement Program for this project. A total grant amount of $1,102,450 was awarded by the California Department of Housing and Community Development for Yarborough and City Park improvements.
