SUBJECT: Agreement for Professional Services for Design of the CDBG & SB
821 Curb, Gutter, and Sidewalk Project
Recommendations
1. Award Agreement for Professional Services to Michael Baker International for the
Design of the CDBG & SB 821 Curb, Gutter, and Sidewalk Project.
2. Approve and authorize the City Manager to execute the Agreement in the
amount of $40,100 to Michael Baker International, in substantially the form
attached and in such final form as approved by the City Attorney.
Background / Discussion
In October 2014 the City entered into a supplemental agreement with the County of
Riverside, for the use of Community Development Block Grant (CDBG) funds. Included
in this agreement was a curb, gutter, and sidewalk improvement project along portions
of Sumner Street, Townsend Street, and Silver Street.
In April 2015 the City applied for, and was subsequently awarded, a Bicycle and
Pedestrian Facilities (SB 821) Grant. This project also constructs new curb, gutter, and
sidewalk along portions of Sumner Street, Heald Avenue and Campus Way.
Due to the similarities in the project, as well as to take advantage of the economies of
scale, it was decided to merge these two projects into one.
In February 2016 Staff solicited proposals for design services from professional
engineering firms for the CDBG & SB 821 Curb, Gutter, and Sidewalk Project. Two
proposals were received, from RKA Consulting Group and Michael Baker International.
The proposals were reviewed and ranked and a selection was made based upon the
PSA for Design of CDBG & SB821 Curb, Gutter, and Sidewalk Project

criteria set forth in the Request for Proposals: 1.) Project Understanding 2.) Project
Deliverable Plan 3.) Resource Allocation 4.) Project Deliverable Schedule.
Based upon the proposals received and a meeting to discuss and negotiate the project
scope of work and fee, staff recommends awarding the design contract to Michael
Baker International. The scope of work includes utility research and coordination,
design survey, construction plans, specifications, cost estimate, bid phase support, and
design support during construction.
Fiscal Impact
These projects are included in the City’s adopted FY 2016-2020 Capital Improvement
Plan and will be primarily financed by CDBG and SB 821 grant funds. Local matching
funds will be financed by Gas Tax. Sufficient funds are available to complete the project
design.
