Citizens’ interest provides the Council and Agency with valuable information regarding issues of the community. Meetings are held on the 2nd and 4th Tuesday of every month. In addition, meetings are televised live on Time Warner Cable Station Channel 29 and Verizon subscribers can view the meetings on Channel 31. If you are attending this City Council Meeting, please park in the parking lot across the street from the Cultural Center. This will assist us in limiting the impact of meetings on the Downtown Business District. Thank you for your cooperation. The agenda is posted 72 hours prior to each meeting outside of City Hall and is available at each meeting. The agenda and related reports are also available at City Hall on the Friday prior to the Council meeting and are available on the City ’s website at www.Lake-Elsinore.org. Amend the Public Works’ Construction Agreement with AP Construction Group Inc. for the Diamond Stadium HVAC Project (CIP Project RDA Z20003) 2. Approve and authorize the Executive Director to execute the First Amendment in the not to exceed amount of $48,137.95 with AP Construction Group Inc. in the form attached and in such final form as approved by the City Attorney. Background On December 1, 2015 AP Construction Group Inc. was awarded a contract to purchase and install a new air-conditioning and heating system at Diamond Stadium. The project work has progressed and is going very well. Discussion Through the course of this project several uncertainties have been discovered and require a contract amendment. The following list of items will be satisfied by the first amendment: o Ceiling modifications in the private suites o Additional load capacities in the private suites Diamond Stadium Capital Repairs March 8, 2016 Page2 o Copper piping, electrical, controls and labor for 4 additional units in the kitchen area o Exterior ground level concrete mounting pads for 11 independent HVAC zones With this scope of work first amendment, HVAC capacities in very high demand areas will be fully supported per the manufacture’s recommendation. Throughout the project the manufacture, Mitsubishi Inc., has provided valuable technical field analysis to ensure the final outcome meets or exceeds the demands of the facility. This is a state-of-the-art HVAC system which retains many efficiencies, operational flexibilities, automated system controls, and superior performance. Fiscal Impact Diamond Stadium HVAC Project (CIP Project RDA Z20003) is included in the Fiscal Year 15/16 – 19/20 Capital Improvement Plan (CIP) budget. The contract amount herein is fully funded with ROP funding. The units shall be limited to households with incomes restricted to affordability levels for maximum incomes ranging between fifty percent (50%) and sixty percent (60%) of Riverside County area median family income. These income restrictions will continue for a period of 55 years. This project will be developed as a nonprofit work force housing community. AOF/Pacific is the Managing General Partner in over 70 limited partnerships or LLC's established to acquire, develop, rehabilitate, and operate apartment complexes for seniors and moderate to low income persons or families. These apartment complexes are located in California, Oregon, and Washington State. Some of these partnerships have received contributions from city agencies to facilitate the acquisition of land and/or the construction of the projects. AOF/Pacific has also obtained grants from various cities which were used to acquire property then contributed to the limited partnerships. Mr. Kennedy is the President and a Trustee of The American Opportunity Foundation, Inc. ("AOF"). AOF is a Georgia nonprofit corporation organized to foster, own, support, and sponsor housing for moderate-to-Iow income persons and families and the elderly. AOF/Pacific is a subordinate entity of AOF. Mr. Kennedy has served as President of AOF since 1991, and has been employed full time since 1995. Under the requirements of the group exemption, AOF also directs and supervises the overall operations of AOF/Pacific and AOF/Golden State. ("HSI"). HSI is a privately-owned corporation which owns and/or is the managing agent of more than 5,000 affordable housing units financed primarily through loans subsidized under various HUD programs. He was responsible for the overall operations at HSI, including the acquisition, management, and financing of the corporation's projects. Frederick Jung, Trustee. Mr. Jung has been a trustee since 1999 and serves in a voluntary capacity. He is a partner in the law firm of Jung & Sweat located in Los Angeles, CA. Danniel Do-Khanh, Trustee. ("AOF"), a Georgia nonprofit corporation organized to foster, own, support, and sponsor housing for moderate-to-Iow income persons and families and the elderly. She has been with AOF on a full time basis since January 2008 and is responsible for the oversight of the accounting functions of AOF's subordinate entities. Ms. Walker received a Bachelor of Science degree from Georgia State University and worked for various CPA firms in the metropolitan Atlanta area. She left public accounting in 2001 and started her own consulting business wherein she performed various financial services for clients in the affordable housing industry, including audits of affordable housing entities, financial analysis of monthly financial statements, due diligence work on potential acquisitions, and internal accounting functions. She also performed litigation support work relating to the valuation of businesses and estates relative to divorce proceedings. Sharon Tran, Asset/Operations Manager. As AsseUOperations Manager for AOF/Pacific Affordable Housing Corp., and is responsible for the management of the company's portfolio of assets, including the substantial management duties as defined by the California State Board of Equalization and set forth in the partnership agreements governing each property. Prior to joining AOF/Pacific, Ms. Tran has over twenty years of experience in the real estate and banking industry. Start with Union Bank at an Operation Officer and then residential real estate lending at an Account Executive for First Magnus and most recently in real estate brokerage firm. Ms. Tran is a Real Estate Broker in California and she has closed thousands of real estate/loan transactions ranking from single family unit into commercial property. She has helped many low income family to purchase single family home and work closely with loan officers/Brokers to close a lot of FHA & SBA loans. Ms. Tran graduated from California State University of Fullerton with a Bachelor Degree in Business Administration emphasis in Management Information System. She currently held security license series 6, 63 and 26. Ajay R. Nayar, Project Manager. As Project Manager, Mr. Nayar is responsible for construction management of the organization's affordable single family product, including the administration of the Ontario Home Program which is completing its 5th rehab. In this position, Mr. Nayar works with city redevelopment agencies to acquire, rehab and sell single family AOF /Pacific Affordable Housing Corp. Prior to his role as Project Manager, Mr. Nayar was the organization's Resident Services Coordinator, working with property management companies to develop annual resident services plans for projects managed by AOF/P. Kristin Nguyen is the Compliance Analyst for AOF/Pacific Affordable Housing Corp., and is responsible for ensuring timely filing of all welfare exemption requests for properties in the company's portfolio of assets. Since 2001, Ms. Nguyen has been responsible for maintaining current knowledge of the requirements of various regulatory agencies governing welfare property tax exemption in all states where the company has real estate holdings, and communicates with property managers, partners and state and local agencies on matters relative to property tax abatement. Company Overview 2013 Page 4 Multifamily Resident Services AOF/Pacific coordinates and monitors various services provided to the residents of our affordable housing complexes. Our goal is for the apartment complexes to provide services and linkages to resources within each local community that will enable our residents to live a better life. We use feedback from residents and on- site management to help develop programs that compliment the current interests of the residents as well as help them to discover new ones. Several of our complexes have contracted with All Things are Possible After School & Family Resource Centers to run their resident services programs. The services provided vary based on the needs and facilities of each apartment community. After-school programs for resident children include tutoring and reading assistance, as well as sports and other recreational activities to keep the children active and engaged. Computer training is offered to improve the skills of both children and adults. We believe that providing computers and access to the Internet allows residents to stay abreast of job opportunities as well as obtain training and education that might not otherwise be available to them. We believe that successful senior living is about choice, dignity, and quality of life and work with property managers to ensure that appropriate activities are made available through linkages with local community groups and on-site activities.
