The final approved alignment for Camino Del Norte includes the realignment of Canyon Estates Drive and Canyon View Drive which was not included in the original Scope of Work for Camino Del Norte. Therefore, I have prepared two separate Scope of Work and Fees as outlined below: 1. Scope of Services and Fee proposal to secure the necessary approvals to connect Canyon Est tes Drive and Canyon View Drive including the Environmental Document (CEQA only) as a separate project17f Scope of Services and Fee proposal to secure the necessary approvals to connect Canyon Estate Drive and Canyon View Drive, including Environmental Re -validation (CEQA and NEPA) and incorporate into the Camino Del Norte Extension Project. .0157 q2 - Both Scope of Works assumes that the Right of Way required for the project will be dedicated by the property owners and does not include appraisals. The Services described hereunder shall be performed by the Consultant as follows: Environmental Document (CEQA and NEPA Re -Validation) Final Plans, Specifications, and Estimate; and Construction Support to be combined with Camino Del Norte Project. Consultant shall, upon receipt of the appropriate written Authorization to Proceed for the respective Task, commence performance of the applicable work. B. The Client will make available to the Consultant all data applicable to the Project that is in the possession of the Client. The Client will provide assistance to the Consultant in its efforts to obtain similar applicable information from other governmental agencies, jurisdictions, and private parties. C. The Client will designate a Project Manager to review and approve the Services, render decisions, and provide information and direction to the Consultant in a timely manner so as not to delay the Consultant's performance. The Consultant will designate a Project Manager to manage the performance of the Services. After the Client has issued an Authorization to Proceed to the Consultant, all contractual communication regarding the Services shall be between the respective project managers. II. SERVICES A. Environmental Re -Validation Based on information to be provided by for the final design, Consultant will complete an Environmental Revalidation form for the California Department of Transportation's (Caltrans) approval to document the environmental effects of any changes made to the design. Pursuant to Chapter 33 of Caltrans' Standard Environmental Reference, a revalidation is required when any of the following occur: (1) project is proceeding to the next major federal approval; (2) project changes; or (3) 3 -year timeline for an Environmental Impact Statement (EIS). The Environmental Revalidation will include a brief description of which features of the project design have changed and brief discussions of each topical section from the approved Mitigated Negative Declaration/Finding of No Significant Impact (MND/FONSI) describing whether these design changes result in any changes to the conclusions or mitigation measures included in the approved MND/FONSI. This scope of services anticipates that the preparation of additional technical analysis may be required if the design changes would result in project improvements and physical disturbance within areas that were previously not evaluated. The anticipated technical analyses required includes those related to biological resources/jurisdictional delineation, cultural resources, hazards and hazardous materials, noise, visual/aesthetics, and water quality. For each of these topics, a brief technical memorandum will be prepared. For cultural resources, a Supplemental Historic Property Survey Report will be prepared. If additional technical studies or documentation are required by Caltrans based upon their review of the Draft Environmental Revalidation, then a scope and budget for those studies will be prepared for RCTC's review and authorization. The following deliverables will be completed under this scope of services: • Preliminary Draft Environmental Revalidation with supporting technical memoranda for RCTC review. • A Draft Environmental Revalidation with supporting technical memoranda for Caltrans review (revised to address comments from RCTC). • Draft Final Environmental Revalidation with supporting technical memoranda for RCTC review (revised to address comments from Caltrans). • A Final Environmental Revalidation with supporting technical memoranda for Caltrans review and approval (revised to address comments from RCTC). Final Plans, Specifications, and Estimate Services shall include, but not be limited to, the following: Data Collection Design Surveys Contract Plans Typical Cross -Sections Plan and Profile Construction Details Temporary Water Pollution Control Plans Erosion Control Plans Landscape and Irrigation Plans Drainage Plans, Profiles, Details and Quantities Stage Construction, Traffic Handling, Detour Plans, and Construction Area Signs Pavement Delineation/Sign Plans Electrical Plans (Street Lighting) Electrical Plans (Traffic Signal Modification) Representative Cross Sections Utility Notification and Coordination Engineering Reports/Analysis Drainage Report Material Report (Camino Del Norte Material Report to be used) Special Provisions, Quantities, and Engineer's Estimate Right of Way Engineering Land Net Survey Research, Horizontal and Vertical Control Boundary Survey Record of Survey Monumentation Right of Way Document Right of Way Legal's, Plats, Closures and Dedication Documents Temporary Construction Easement Legal's, Plats, Closure and Dedication Documents Environmental Categorical Exemption/Categorical Exclusion Determination Form Notice of Exemption Project Management, Meetings, and Quality Control Deliverables: Consultant shall be responsible for the following: e PS&E submittal at 85%, 100% and Final Mylar's. Engineering Reports as necessary. • Environmental Clearance Right of Way Documents as necessary. • A bid package ready for advertising (PS&E) and correcting package as necessary. B. Construction Support Services shall include, but not be limited to, the following: ■ Construction Bidding Period Support • Construction Period Support Scope of Work -Canyon Estates Drive, Combined Project Page 2 C. Description of Required Services 1. Consultant shall prepare roadway PS&E. The work phases, generalized scope of services, and potential work items for each phase are described in Section I, Deliverables, of this Scope of Services. 2. Consultant shall handle public and citizen contacts, as needed in conformance with normal City study procedures. 3. Client will retain responsibility for all final consultation, both informal and formal, with state and federal agencies regarding project mitigation and compensation proposals. Consultant will be available to provide advice and to participate in such consultations at the request of Client. 4. Consultant shall be responsible for reproduction, binding, circulation, and distribution of the engineering reports and engineering drawings pursuant to the requirements of this Scope of Services. 5. It is not the intent of the foregoing paragraph to relieve the Consultant of his professional responsibility during the performance of this contract. In those instances where the Consultant believes a better design or solution is possible, he shall promptly notify the Client of these concerns, together with reasons therefor. 6. The plans, designs, specifications, estimates, calculations, reports, and other documents furnished under this Scope of Services shall be of a quality acceptable to the Client. The criteria for acceptance shall be neat appearance, good organization, and technical and grammatical correctness. Items must have been checked, and the maker and checker must be identified thereon. The minimum standards of appearance, organization, and content for the drawings shall be those on similar type drawings produced by City. 7. The title sheet for specifications and reports and each sheet of plans shall bear the professional seal, certificate number, registration classification, expiration date of the certificate, and signature of the professional engineer responsible for their preparation. 8. Consultant shall have a quality control plan in effect during the entire time work is being performed under the Project contract. The plan shall establish a process whereby calculations are independently checked; plans are checked, corrected and back -checked; and all job-related correspondence and memoranda are routed and received by affected persons and then bound in appropriate job files. Where several drawings show different work in the same area, means shall be provided to assure that conflicts and misalignment in both new and existing improvements do not exist. 9. All project files and correspondence relating to the Project shall be turned over to Client at the end of the contract. This will include all working data, field data, and background information used in creating the deliverables listed in this Scope of Services. D. Construction Bidding Period Support: Bidding procedures will be the responsibility of Client. While the Project is being advertised for bids, all questions concerning the intent shall be referred to Client for resolution. In the event that any items requiring interpretation in the drawings or specifications are discovered during the bidding period, said items shall be analyzed by the Consultant for decision by Client as to the proper procedure required. Corrective action taken will either be in the form of an addendum prepared by the Consultant and issued by Client, or by a covering change order after the award of the construction contract. E. Construction Period Support 1. During construction, Consultant shall furnish all necessary additional drawings for corrections and change orders necessitated by errors and omissions of the Consultant. Such drawings shall be requested in writing from Consultant by Client and shall be provided at no additional cost to Client. The original tracing(s) of drawings and contract wording for change orders shall be submitted to Client for duplication and distribution. 2. Consultant will receive written notification of the award of a construction contract. Upon such notification, Consultant will proceed with the services required by this contract. 3. Consultant shall attend the preconstruction meeting with the successful construction contractor upon notification by Client. 4. Consultant shall review all submittals and shop drawings submitted by the construction contractor. Consultant shall complete shop plan reviews within two weeks of receipt. Contract change order reviews shall be completed within two working days of receipt. Scope of Work -Canyon Estates Drive, Combined Project Page 3 5. Drawings and change orders required due to actions of Client, which are beyond the scope of Consultant's responsibilities, shall be considered extra services. 6. Consultant shall be available to visit the job site for on-site review of construction, and for other visits to the job site as requested by Client to resolve discrepancies in the contract documents. Consultant shall bring to the attention of Clients' Resident Engineer any defects or deficiencies in the work by the construction contractor which Consultant may observe. Consultant shall have no authority to issue instructions on behalf of Client or to deputize another to do so. All agreements shall be between Client and its construction contractor. These provisions shall not be construed as making Consultant responsible for failure of Clients' construction contractor to carry out the work in accordance with the contract documents, nor for the construction means, methods, techniques, sequences, procedures or safety programs related to the work. 7. Consultant shall prepare and deliver to Client the "as -built" plans. F. Design Standards: The plans, specifications and estimates are to be prepared in accordance with City regulations, policies, procedures, manuals and standards. 1. Roadway design shall be in accordance with the current Caltrans Highway Design Manual and its revisions. 2. Basic design shall be in accordance with the approved project report, project approval report and final environmental document. 3. Roadway plans shall be prepared in conformance with the general drafting standards accepted by the City. 4. As part of the work involved in the preparation of the plans, specifications and estimates, the Consultant shall prepare and furnish to Client the special provisions for items of work included in the plans. IV. DELIVERABLES A. Consultant shall provide services for the Project in close liaison with City. City will exercise review and approval functions in the development process. Milestone project reviews will be performed for the specific products and deliverables listed herein. City will conduct these reviews. B. Where Consultant is required by this Scope of Services to prepare and submit studies, reports, plans, etc., to Client, these shall be submitted in draft form at the scheduled time. The schedule shall provide adequate time for Client and City to direct revisions before final submission. C.
