HomeMy WebLinkAbout0004_1_Staff Report 2016-03-08 REPORT TO CITY COUNCIL TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: GRANT YATES, CITY MANAGER DATE: MARCH 8, 2016 SUBJECT: APPROVE PURCHASE OF BENCHES, TABLES, AND TRASH ENCLOSURES FOR ROSETTA CANYON PARK PHASE 2 PROJECT Recommendation 1. Staff recommends that the City Council authorize the City Manager to sign and issue a purchase orders for $64,994.40 to QCP Quick Crete Products Corp (“QCP”). 2. Waive the formal bidding process per Municipal Code Section 3.08.070(G) for purchases from the (1) QCP since it is QCP benches, tables, and trash enclosures (designed and built) they installed at under Phase 1 at Rosetta Canyon Park in 2009. To utilize other vendors would likely require a significant investment and staff desires to have the products match the existing amenities. Background The City has continually used Quick Crete Products Corp. to provide branded concrete products such as, picnic tables, benches, trash cans and monument signs at all City parks. Quick Crete Products Corp. will be able to deliver the product in late June. This purchase is part of the Rosetta Canyon Park Improvements Phase 2 project. Wavier of Competitive Bidding Procedures Pursuant to Section 3.08.070(G) of the Municipal Code, the City Council has the discretion to waive the competitive bidding requirement that would otherwise be utilized for this purchase. The system benefits outlined above and the fact that these products are available through our previously selected provider and to switch to another vendor would require a significant investment that far exceeds the investment made already with existing providers, staff recommends that the City Council waive the competitive bidding pursuant to Municipal Code Section 3.08.070(G) and allow the City Manager to contract directly with QCP as outlined in this agenda report.
