SUBJECT: APPROVE AND AUTHORIZE THE CITY MANAGER TO EXECUTE A
CONTRACTOR SERVICES AGREEMENT BETWEEN MAPLES &
ASSOCIATES AND THE CITY OF LAKE ELSINORE.
Recommendation
Authorize the City Manager to execute a Contractor Services Agreement by and
between Maples and Associates and the City of Lake Elsinore in an amount of
$72,546.25 for the purchase and installation of City Park LED Lighting, in a form as
approved by the City Attorney.
Background
On December 9, 2014 the City Council approved a State of California Grant award to
improve various recreational facilities in the City Lake Elsinore. The Housing Related
Parks Program Grant administered through the California Department of Housing and
Community Development awarded local governments that approve affordable housing
for lower- income household and are in compliance with State housing element law with
grant funds to create or rehabilitate parks.
Discussion
This contractor services agreement will purchase and install LED lights in City Park to
include the following detail:
Add (12) New 12’ Light Poles With LED Heads
Install a 100 amp 240-Volt Single Phase Outdoor Meter & Pedestal
Underground Conduit and Electrical Circuits per Electrical Plan
Remove Old Wood Electrical Light Poles

Maples and Associates is a City approved on call contractor and has provided a very
competitive proposal satisfying all the requirements of the electrical plan and City Park
improvement scope of work in accordance with the California Housing Related Parks
Program Grant. Although Maples and Associates is an approved City on-call
contractor, Staff pursued an additional quote from another reputable local area
contractor. This quote was significantly higher at $158,640.00.
Upon approval of this agenda item and contract execution, work will begin immediately
in order to satisfy the Parks Program Grant funding draw-down deadline of April 30,
2016 and the project completion and expenditure deadline of June 30, 2016.
Fiscal Impact
Sufficient budget is contained in the current Capital Improvement Program for this
project. A total grant amount of $1,102,450.00 was awarded by the California
Department of Housing and Community Development for Yarborough and City Park
improvements.
