It is recommended that the City Council waive further reading and adopt by title only ORDINANCE NO. 2016-1346, AN ORDINANCE OF THE CITY OF LAKE ELSINORE, CALIFORNIA, AMENDING TITLE 5 OF THE LAKE ELSINORE MUNICIPAL CODE TO ADD CHAPTER 5.58 PROVIDING FOR THE REGULATION AND PERMITTING OF BUSKING. Background On July 28, 2015, City Council formed the Arts & Culture Ad Hoc Subcommittee. The Ad Hoc Subcommittee has created and adopted an ambitious vision of arts and culture in the community. A component of the Ad Hoc Subcommittee’s vision is to “incorporate the arts into civic planning…as well as bolster economic activity.” The Busking Program supports the adopted vision by encouraging art and performance entertainment in the public realm. The Busking Program invites buskers to entertain the public and allow the public to purchase busking-related goods and services. The Busking Permit Ordinance supports this vision by introducing “policy that draws artistic activity” into the public realm.
