Extreme 2040
RECOMMENDATION
Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, AUTHORIZING THE CONTINUATION OF THE ARTS AND CULTURE
SUBCOMMITTEE; and,
Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, AUTHORIZING THE CREATION OF THE DREAM EXTREME 2040
SUBCOMMITTEE
BACKGROUND
At the July 28, 2015, City Council meeting the Council created an Arts and Culture Ad
Hoc subcommittee that expired on December 31, 2015. The committee was formed to
work with the local art community to enhance arts and culture in Lake Elsinore.
At the January 12, 2016, City Council meeting the Council approved the creation of the
Dream Extreme 2040 subcommittee to work on the creation of a visioning plan for the
City.
Pursuant to City Council Policy 200-5B Ad Hoc Committees shall be formed by
Resolution. For best practices, consistency and historical records all forms of committees
will be submitted for Council approval by Resolution.

DISCUSSION
The Council is being asked to formally create two Council subcommittees: Arts and
Culture and Dream Extreme 2040. Both subcommittees will be made up of two Council
Members and City staff. In addition the Arts and Culture subcommittee will have members
of the community.
The purpose of the Arts and Culture subcommittee will be to continue to seek out avenues
to enhance arts and culture in the City of Lake Elsinore. They will meet on an as needed
basis in a City facility.
The purpose of the Dream Extreme 2040 subcommittee is to analyze and develop the
City’s visioning plan, Dream Extreme 2040 Plan. The subcommittee will meet on an as
needed basis in a City facility. Additionally, the hiring of a consultant may be deemed
necessary to work with the subcommittee. The selection of the consultant would be
brought forth to the entire Council for approval.
FISCAL IMPACT
There is no fiscal impact other than staff time.
