A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, DECLARING HOMELESSNESS IS A REGIONAL ISSUE AND JOINING
THE REGIONAL HOMELESS ALLIANCE
Whereas, homelessness is a regional issue affecting cities in Riverside County, which can
result in inefficient and disruptive use of public resources, diminished quality of our communities
and ultimately leads to a continued cycle of homelessness; and,
Whereas, previous programs and approaches often had the unintended result of maintaining
homelessness without providing long-term solutions and therefore breaking the cycle of
homelessness; and,
Whereas, the Community Mission of Hope, cities in Southwest Riverside County, and various
community stakeholders have developed a collaborative partnership entitled Regional
Homeless Alliance that addresses the complex issues of homelessness from a regional
perspective and provides homeless outreach services utilizing public, private and non-profit
sector resources; and,
Whereas,the cities of Temecula, Murrieta, Menifee, Lake Elsinore and Wildomar declare
homelessness a regional issue requiring an effective, measurable and long-term solution, we
hereby pledge and commit to moving this program forward by adopting the vision laid out in the
Regional Homeless Alliance charter.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE DOES
HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
Section 1:The City of Lake Elsinore, jointly by the cities of Temecula, Murrieta, Menifee and
Wildomar, hereby confirms our belief in the goal of breaking the cycle of homelessness within
our communities and working collaboratively to develop a coordinated system of care.
Section 2: The Council authorizes the Mayor to sign the five-member city alliance to address
homelessness in Southwest Riverside County.
Section 3: This Resolution shall take effect immediately upon its adoption.
