Public participation provides the Public Safety Advisory Commission with valuable information regarding issues of the community. Regular meetings are held on the 3rd Wednesday of every month. If you are attending this Public Safety Advisory Commission Meeting, please park in the Parking Lot across the street from the Cultural Center. This will assist us in limiting the impact of meetings on Historic Main Street. Thank you for your cooperation. The agenda is posted 72 hours prior to each meeting outside of City Hall and is available at each meeting. The agenda and related reports are also available at the City Clerk's Office on the Friday prior to the Commission meeting and are available on the City's web site at www.lake - elsinore.org. PRESENTATIONS Oath of Office - Appointed Commissioner Jerry Carlos City Clerk Susan Domen administered the Oath of Office for the newest commissioner, Jerry Carlos. Neighborhood Watch Update Jim Brown, Neighborhood Watch Director, provided a brief overview of the Lake Elsinore Police Department's Neighborhood Watch Program including the purpose, basic components, responsibilities, and success over the last four years. Successes shared included more than 150 signs around the community, trained 140 English speaking and 42 Spanish speaking volunteers this year, 134 block captains and have grown the total number of volunteers in the program from 3 to 775 in the last three years. City of Lake Elsinore Page 1 Public Safety Advisory Commission Meeting Minutes October 19, 2016 Homeless Programs Update PSAC Clerk Dailey provided a brief update regarding the City's homeless programs including related ordinances, enforcement, community engagement efforts and long -term regional efforts to address homeless issues in the City. PUBLIC COMMENTS — NON AGENDIZED ITEMS — 3 MINUTES Appearing to speak: Jim Brown, Paul Gravell and Alma Quinn. CONSENT CALENDAR ITEM(S) It was moved by Vice Chairman Gregory, seconded by Commissioner Sund, and unanimously carried, to approve the Consent Calendar. 1) Approval of Minutes from August 17, 2016 2) Financial Report as of October 14, 2016 3) Approve Quarterly Report to City Council - 3rd Quarter 2016 BUSINESS ITEM(S) 4) Traffic Engineer Update Commissioner Hyland noted that there were people in audience that were eager to share their concerns with the Commission. She stated she would like to see more people at the meetings sharing their concerns. Alma Quinn, resident, asked for direction or guidance regarding new offramp signs when exiting Railroad Canyon Road. Signs are crooked and in need of fixing. Commissioner Carlos asked if we could find out what happened to the left turn arrow at Railroad Canyon Road turning left from Summerhill onto Railroad Canyon Road. It was moved by Chairman Stewart, seconded by Vice Chairman Gregory, and unanimously carried to receive and file the traffic engineer update. 6) Establish and Appoint Ad -Hoc Subcommittee for Bicycle and Trails Master Plan City of Lake Elsinore Page 2 Public Safety Advisory Commission Meeting Minutes October 19, 2016 PSAC Clerk Dailey introduced the item and shared the upcoming public outreach meeting to launch the City's efforts to create our first Bike and Trails Master Plan. Commissioner Sund shared that she would be interested in serving on the proposed subcommittee. Chairman Stewart asked if the newest commissioner, Commissioner Carlos, would be interested in serving on this subcommittee. It was moved by Chairman Stewart, seconded by Vice Chairman Gregory, and unanimously carried to appoint Commissioner Sund and Commissioner Carlos to the Bike and Trails Master Plan subcommittee. SUBCOMMITTEE REPORTS No subcommittee reports. Chairman Stewart did ask to bring back the subcommittees that Commissioner Ross was a member of to replace him. PSAC Clerk Dailey confirmed this would be brought back to the Commission on a later date. STAFF COMMENTS PSAC Clerk Dailey shared a summary from last month's Be Ready Lake Elsinore Emergency Preparedness Fair; and announced upcoming events including Halloween Spooktacular, Car Cruise, Day of the Dead and the Veterans Day Observance Ceremony. COMMISSIONERS' COMMENTS Commissioner Sund thanked Alex at the City Yard for his hard work at the Citywide Clean -Up last weekend; and reminded everyone about the Great Shakeout tomorrow at 10:20 a.m. Vice Chairman Gregory stated that with cooler temperatures that there have been a number of outdoor fires and reminded residents that open fires require a burn permit and Calfire has restricted all open fires; and commended the fire department for their rapid response. Commissioner Hyland stated she was glad she was at the Summerly HOA meeting last night to share information about the Commission and thanked those for attending the meeting tonight. Chairman Stewart stated that he agreed with Commissioner Hyland's comment about the attendance and participation; stated that the Commission is the conduit for these types of complaints and issues; and thanked everyone for coming. The meeting was called to order at 6:03 p.m. by Chairman Stewart. Pledge ofAlleaiance The Pledge of Allegiance to the Flag was led by Commissioner Carlos. Roll Call Present: Commissioners Carlos, Hyland, and Sund; Vice -Chair Gregory and Chair Stewart Absent: None There were no members of the Public appearing to speak. Consent Calendar ftem(s) It was moved by Vice -Chair Gregory, seconded by Sund, and unanimously carried, to approve the Consent Calendar. Financial ReDort asof November 11.2016 - received and filed. Streetli .ght Pro_gram_and Demonstration Area Tours Senior Management Analyst Dailey provided the Staff Report Tyler Masters, Project Manager from Western Riverside Council of Governments ( WRCOG), provided a Power Point presentation of the Regional Streetlight Program and reviewed the program's objectives and benefits of using LEDs to retrofit streetlights. Mr. Tyler and Analyst Dailey responded to comments from the Commission. Commissioner Carlos and Vice -Chair Gregory volunteered to attend the WRCOG Demonstration Area Tour on December 7, 2016. Shopping Cart Ordinance Update Senior Management Analyst Dailey provided a Staff Report and update of the City's enforcement plan. Analyst Dailey responded to comments from the Commission. It was moved by Chair Stewart, seconded to by Vice -Chair Gregory, and unanimously carried, to receive and file. Subcommittee Reports Commissioner Carlos report that he and Commissioner Sund attended the Lake Elsinore Bicycle and Trails Master Plan public meeting on November 10th. The meeting was also attended by bicycle enthusiasts and, local and county organizations. Staff Comments Analyst Dailey reported that the left turn green arrow traffic light located at the intersection of Summerhill Drive and Railroad Canyon Road, was removed to accommodate to the pedestrian phase and that a five section signal head will be installed; the City may need encroachment permits to correct the signs located on the off ramp at Railroad Canyon Road because they are located in the Caltrans jurisdiction; the delineators that were to be installed at the AMPM Convenience Store were reordered because they were the wrong size; and, staff will study the Vons parking lot exit onto Grape Street, so that vehicles exiting the parking lot must make a right turn; lastly, and, announced the annual Tip for Kids at Chili's on November 17th. Commissioner Sund thanked Jim Brown and Deputies Baca and Salcido for the Neighborhood Watch meeting at the Summerly community; and, announced the Elsinore High School girls volleyball team is going to state championship and the tennis team is going to CIF finals. Vice -Chair Gregory recommended that everyone with a chimney in their home have the chimney swept to clean out accumulated debris. Chair Stewart discussed promoting the Public Safety Advisory Commission meeting and wished everyone a happy Thanksgiving. •.. Discussion According to section 2.46.060 (G) of Ordinance No. 2013 -1317, the Public Safety Advisory Commission is to provide a written report to the City Manager's office on a quarterly basis to be forwarded to the City Council for review. Attached is a draft report prepared by City Staff. The report covers the Commission's activities and actions from October through December 2016. In addition, the report includes upcoming issues or projects the Commission will assist within the coming months. TO: Honorable Mayor and Members of the City Council FROM: Farid Dost, Senior Civil Engineer DATE: January 18, 2016 SUBJECT: Public Safety Advisory Commission Report — 4th Quarter 2016 The Public Safety Advisory Commission (PSAC) is pleased to present this summary of activities and actions for this quarter. This report covers the months of October, November, and December 2016. Listed below are the current members of the Commission: Jay Stewart, Chairman Stephen Gregory, Vice Chairman Chris Hyland, Commissioner Valerie Sund, Commissioner Jerry Carlos, Commissioner During the fourth quarter of 2016, the Commission held two regular meetings. The meeting in December 2016 was canceled. Listed below are the presentations, the actions taken during the quarter, and future priorities. PRESENTATIONS: Neighborhood Watch Update Homeless Programs Update Streetlight Program - WRCOG ACTIONS TAKEN: • Traffic Engineer Updates: Commission was updated on Nichols Road Turn Lane, New Traffic Signal at Railroad Canyon Road and Tassel, Diamond Drive and Malaga Road, Mission Trail and Campbell Street, Diamond and Village Parkway, and Summerhill /Railroad Canyon Road timings and Signal Head update. The Commission unanimously carried to receive and file the Traffic Engineer Update. • Bike and Trails Master Plan Subcommittee: The Commission appointed Commissioner Sund and Commissioner Carlos to the Subcommittee. • Shopping Cart Ordinance Update: In May 2016, the Safety Advisory Commission approved proposed amendment to Title 8 of the Lake Elsinore Municipal Code revising Chapter 8.38 regarding the shopping carts. These amendments include the impoundment, retrieval, and disposal of shopping carts that have been abandoned or removed from the owner's premises without authorization. These amendments were adopted by the City Council in June 2016, and effective in July 2016. The Commission unanimously carried to receive and file the Shopping Cart Ordinance Update. UPCOMING PRIORITIES: • Creation of a subcommittee to assist with the new Bicycle and Trails Master Plan. • Review Healthy LE related ordinances. • Joint Study Session with City Council. • Review and amendments to Lake Elsinore Municipal Code regarding the new BMX track planned at Serenity Park. • Review of parking restriction options for Main Street. • Review Crime -Free Multi- Housing Program and hotel related ordinances. • Review and examine ordinances related to special events. • Ongoing traffic related safety needs and calming techniques. • Distribute and promote a public safety - related community survey to gather input from the community. • Lighting needs and plans in the City, including streetlight requests. • Develop a Public Safety Recognition Program. • Pedestrian routes, sidewalks, and bus stop improvements. REPORT TO PUBLIC SAFETY ADVISORY COMMISSION TO: Honorable Chairman and Members of the Public Safety Advisory Commission FROM: Farid Dost, Senior Civil Engineer DATE: January 18, 2017 SUBJECT: Traffic Engineer Update Recommendation Receive and file Discussion Summerly Residential Project — A new traffic signal has been installed and activated at the intersection of Diamond Drive and Malaga Road adjacent to the baseball stadium. See below picture. Summerly Residential Project — A new traffic signal is under construction at the intersection of Mission Trail and Campbell Street about a block away from the baseball stadium. It is being installed as a part of the Summerly residential project. See below picture Nichols Road & Arco Station - Yellow flexible glue down /bolt down delineators were installed in front of the Arco station on Nichols Road. These delineators should help deter drivers from making left turns into or out of the Arco station. The striping in the area was also refreshed and adjusted to enhance visibility and provide deterrent to drivers. Discussion 0reMW
