A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, APPROVING COMMERCIAL DESIGN REVIEW NO. 2016 -02
PROVIDING BUILDING DESIGNS FOR TWO BUILDINGS TOTALING 520,000
SQUARE FOOT INDOOR COMMERCIAL SPORTS ARENA, WITH ASSOCIATED
ON -SITE AND OFF -SITE IMPROVEMENTS
Whereas, Stephen Harrison, on behalf of the LE Diamond Sports Center, has filed an application
for Commercial Design Review (CDR) 2016 -02 with the City of Lake Elsinore (City) requesting
approval of architectural plans for a 520,000 square foot indoor commercial sports arena on 23.12
acres of disturbed vacant land. The Project Site is located adjacent to and north of the Lake
Elsinore Storm baseball stadium, east of the Lake Elsinore /San Jacinto River Inlet, west of
Diamond Drive and south of Lakeshore Drive. The Assessor Parcel Numbers of the site are 373-
210- 037 -8, 373 - 210 - 038 -9, 373 - 210 - 039 -0, 373 - 210 - 043 -3, 363- 150 - 006 -2, 363- 161 - 029 -7, 363-
161- 030 -7, 363- 161- 031 -8, 363- 161- 032 -9, 363- 161- 033 -0, 363- 161 -034 -1 and 363- 161- 035 -2;
and,
Whereas, pursuant to the California Environmental Quality Act (Cal. Pub. Res. Code §§ 21000
et seq.: "CEQA ") and the State Guidelines for Implementation of CEQA (14 C.C.R. §§ 15000 et
seq.: "CEQA Guidelines "), public agencies are expressly encouraged to reduce delay and
paperwork associated with the implementation of CEQA by using previously prepared
environmental documents when those previously prepared documents adequately address the
potential impacts of the proposed Project (CEQA Guidelines Section 15006); and,
Whereas, pursuant to section 6.2.2 of the Diamond Specific Plan Amendment 1 (SPA) the
Planning Commission has been delegated with the responsibility of making recommendations to
the City Council (Council) pertaining to the Residential Design Review (RDR); and,
Whereas, on October 18, 2016, at a duly noticed Public Hearing the Planning Commission has
considered evidence presented by the Community Development Department and other interested
parties with respect to this item; and,
Whereas, pursuant to Section 6.2.2 (Design Review) of the SPA the Council has the responsibility
of making decisions to approve, modify or disapprove recommendations of the Planning
Commission for CDR applications; and,
Whereas, on October 25, 2016, at a duly noticed public meeting, the Council has considered the
recommendation of the Planning Commission as well as evidence presented by the Community
Development Department and other interested parties with respect to this item.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE DOES HEREBY
RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
Section 1. The Council has considered the proposed design for CDR No. 2016 -02 for a 520,000
square foot indoor commercial sports arena and has found it acceptable. The Council has
reviewed and analyzed the proposed Project pursuant to the California Planning and Zoning Laws
(Cal. Gov. Code §§ 65000 et seq.), the Lake Elsinore General Plan and the LEMC, the Diamond
Specific Plan Addendum No. 1 and finds and determines that the proposed CDR No. 2016 -02 is
consistent with the requirements of California Planning and Zoning Law and with the goals and
policies of the Lake Elsinore General Plan and the LEMC.

Section 2. On October 25, 2016, after consideration and evaluation of all written reports and
comments and oral testimony presented by the Community Development Department and other
City departments, property owners, residents and other interested parties and such other matters
as are reflected in the record of the noticed Public Hearing on the Project, the Council adopted
Resolution No. 2016 -123 finding and determining that that Addendum #1 to the Diamond Specific
Plan EIR (SCH 2009031084) is adequate and prepared in accordance with the requirements of
CEQA.
Section 3. That in accordance with State Planning and Zoning Law, the LEMC, and the SPA,
the Council makes the following findings regarding CDR No. 2016 -02,
1. The Project, as approved, will comply with the goals and objectives of the General Plan
and the zoning district in which the Project is located.
The proposed facility is located in the Specific Plan General Plan Land Use Designation and is
located within the Ballpark District planning district. The Ballpark planning district calls for an
emphasis on mixed use entertainment, commercial, and residential uses. Goal 1 implementation
program asserts the City shall support land use applications consistent with the Specific Plan.
The proposed use is permitted subject to the approval of a CUP. Further, the proposed Project is
consistent with all development standards identified in the Diamond Specific Plan Amendment
No. 1. In addition, the proposed facility proposes an entertainment oriented development which
emphasizes the contemporary theme of the adjacent Lake Elsinore Storm baseball stadium.
2. The Project complies with the design directives and all other applicable provisions of the
LEMC or Specific Plan.
The proposed Project is located Diamond Specific Plan Amendment No. 1 and is located in the
Mixed Use district. The Diamond Specific Plan Amendment No.1 seeks to create continuous
development theme in the Specific Plan area. Furthermore, the design theme is encouraged to
create effective site planning to ensure adequate setbacks, facade articulations, and other
treatments to create a high quality design. The proposed Project employs a consistent thematic
design with the Lake Elsinore Storm stadium, however interjects adequate diversity so as to not
create a monotonous streetscape. The proposed design also includes various architectural
treatments to create an authentic design which reinforces the design themes identified in the
Diamond Specific Plan Amendment No. 1.
3. Conditions and safeguards pursuant to Chapter 17.184.070 of the LEMC, including
guarantees and evidence of compliance with conditions, have been incorporated into the approval
of the Project to ensure development of the property in accordance with the objectives of Chapter
17.184.
Pursuant to Section 17.184.070 of the LEMC, the Project been considered by the City Council at
a duly noticed Public Hearing on October 25, 2016. The proposed Project, as reviewed and
conditioned by all applicable City divisions, departments and agencies, will not have a significant
effect on the environment. Furthermore, appropriate Conditions of Approval have been included
that would mitigate any potential issues associated with the future development and
establishment of use.
Section 4. Based upon all of the evidence presented, the above findings, and the Conditions of
Approval imposed upon the Project, the City approves CDR No. 2016 -02.

Section 5. This Resolution shall take effect from and after the date of its passage and adoption.
